Objective: To assist individuals, groups, and communities to recover from the effects of torture and war trauma, and enable them to rebuild their lives and their communities.

Key Performance Areas & Performance Indicators:
A. Counseling: Works to provide psycho-social services to individuals, groups, and communities to assist them to recover from the effects of torture and war trauma by:
• Completing an initial screening and intake assessment; individual and group treatment plans; case management including timely referral, follow-up, and advocacy if necessary; home visits; and follow-up assessments.
• Carrying out individual or family counseling sessions with clients affected by war trauma or torture.
• Facilitating of group counseling processes, including selection of group members, planning the group process, and group facilitation.
• Providing interpretation between clients and other CVT staff members when needed.
• Ensuring that all clinical documentation is competed in a timely and professional manner.
• Ensuring that all work with clients is confidential and that ethical practices are observed at all times.

B. Community Sensitization, Collaboration and External Training: • Assist in planning and implementing community’s awareness, sensitization, education campaigns, understanding and engagement with the issues relating to mental health, war trauma, and torture.
• Making the CVT services known and accessible to people whose psycho-social functioning has been impaired by their experiences of torture and war trauma.
• Representative of CVT: Good knowledge of CVTs policy, program objectives and interventions to be able to introduce to others.
• Identification of potential clients, identification of potential external training participants, facilitating access to CVT services, development of referral systems and encourage collaboration between local groups and leaders, CBOs, local and international NGOs, and government ministries.
• Attend interagency meetings to improve service delivery to our client groups and access opportunities to forward CVT’s work.
• Assist in designing, planning, implementing, and facilitating external and community training programs in order to develop a more supportive environment for people whose psycho-social functioning has been affected by experiences of torture and war trauma.
• Ensure that the reporting and documentation of community activities and external trainings are completed in a timely manner.

C. Reporting: • Assist with gathering of information and writing of regular reports regarding clinical and training activities.

D. Liaise with Admin and Logistics as needed to ensure: • Planned coordination and requisition of needed counselling and office supplies in good time, and to ensure stewardship and care of materials and supplies.

E. Promote Self-care through Support and Supervision • Attend regular support, debriefing, case conferences, and/or supervision meetings to ensure information and skill-sharing.
• Attend trainings provided by CVT and other agencies as directed by Psychotherapist/Field Representative.
• Request support and provide feedback to Psychotherapist/Field Representative on training and supervision as needed.
• Submit files to Psychotherapist/Field Representative for regular review and support.
• Set objectives for each week and month which contributes to achieving the objectives of the site. Plan the activities required to achieve these objectives.
• Submit weekly and monthly M&E forms and reports.
• Set and follow through on a personal self-care schedule to avoid burnout and vicarious traumatization.
• Perform other duties as assigned by the Psychotherapist/Field Representative.

Qualifications and Skills: • A diploma or above in Psychology, Counseling, Social Work, or related field.
• Fluency (spoken and written) in English and Luo (Northern Uganda).
• Experience (at least 3 years) working as counselor, Social worker, or in a similar position with LRA survivors.
• Demonstrated flexibility to adapt to changing program requirements and client needs.
• Skilled at working as a member of a team.

JOB DESCRIPTION
The Country Representative (CR) is representing GGGI as the focal person, leading the in-country program. S/he will lead and direct the operational day to day activities of the country program and sustain portfolio to a new level of operational excellence, efficiency and effectiveness. The CR has the overall responsibility for the strategic leadership and direction of an integrated country program to achieve the organizational vision, goals and objectives. The CR is responsible for the programmatic and operational management of the country program. S/he represents GGGI with Government and international organizations in country and thus acts as the focal representative of GGGI in the country for all GGGI related activities, including Knowledge Solutions Division activities. S/he will take a leading role in developing the country planning framework document and attendant discussions and cultivation of relationships; oversee program delivery; review, monitor, and report progress on the country strategy in line with GGGI’s global strategic directions and overall thematic focus. S/he is responsible to ensure cross learning and fertilization of knowledge across GGGI programs. S/he is responsible to identify resource mobilization opportunities and collaborate with appropriate units to design and implement resource mobilization efforts. S/he is responsible for all aspects of management and administration as they pertain to the country program and its staff and consultants.

S/he will spend his/her time on country level programming but also spend significant time to inform and contribute to corporate level programming (i.e. contributing to thematic priorities of GGGI, providing strategic inputs in ensuring GGGI remains relevant in country and globally).

Specific Responsibilities:

Country Program Management
Develops an integrated and quality-assured Biennium Work Plan and Budget that is aligned with the Strategic Plan 2015-2020
Delivers results on the ground based on the Work Plan and Budget for respective country program
Develops networks and partnerships with national/regional institutions and leads in country donor collaboration and new project development
Keeps abreast of the trends within the donor environment in the country
Undertakes responsibilities for new proposal development for funding from earmarked sources, in close collaboration with resource mobilization unit
Respects relevant donors’ conditionality and monitors GGGI’s compliance with specific donor requirements as they relate to in-country efforts
Provides oversight to all finance and administrative services in line with GGGI financial regulations
Oversees the development and implementation of annual country budgets as per approved WPB
Ensures that adequate internal control mechanisms are in place and review and minimize significant expenditure variances
Oversees annual and project-specific audit processes
Ensures the preparation, accuracy and timely submission of monitoring reports in the ERP and in other formats as required
Ensures the high quality of documents and outputs produced by the project team on the ground
Strategy development and implementation

Leads the development and implementation of the Country Strategy in line with the GGGI’s Strategic Plan 2015-2020
Facilitates the alignment of country program to GGGI’s thematic priorities
Leads, directs and mentors the country team in line with the organizational strategy
Keeps abreast on socio-economic and political changes in the environment and undertake timely strategic review of GGGI’s country program ensuring continued relevance
Maintains close and productive communication with the HQ
Ensures country program implements GGGI policies, procedures, operational guidelines and standards
Ensures coordination with other divisions of GGGI for prompt support services
Manages technical staff members supporting the country program from the HQ
Human Resources Management and Organizational Development

Provides leadership support to staff development in country
Oversees adequate implementation of the performance management system
Organizes regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning
Ensures that the country team is effective, mutually supporting and sufficiently involved in decision making

Communication and learning
Ensures that the country program is maintaining a coordinated and agreed information exchange internally and externally
Ensures that key country documents are internally shared with the HQ and agreed upon before communicating to donors
Ensures that experiences and best practices are documented and shared across the organization

QUALIFICATIONS
Advanced university degree (Masters or PhD) is a requirement; a specialty in economics and development is an asset
Relevant professional experience (preferably 7-12 years) with managerial and budget responsibilities, in either an international organization, a large multinational business or consultancy, a large non-profit organization or government is a requirement
Familiarity with operating in developing countries is a requirement; experience in the relevant country is an asset
Proficient written and spoken English is a requirement proficient French is recommended; additional knowledge of other relevant languages is an asset
