Request for Expressions of Interest – Karamonja – Mercy Corps

GHG Program
The five-year Northern Karamoja Growth, Health, and Governance (GHG) Program targets communities in the northern half of Karamoja – Abim, Kotido and Kaabong –with the overarching goal of reducing food insecurity among chronically food insecure households. Through three interwoven objectives, along with a strong focus on the sub-region’s complex gender dynamics, GHG intends to:

Strengthen livelihoods through increased market access to agriculture inputs, animal health services, improved efficiency of food markets, financial services, transport and energy access, among other activities.
Improve nutrition for children under five through increased consumption of nutritious foods, improved access to quality maternal and child health care and increased access to improved water and sanitation.
Improve peace and securityin the region by strengthening the capacity of conflict management actors and increasing the representation of marginalized groups in governance forums.
GHG is implemented by a consortium of partners, with Mercy Corps leading implementation. Other consortium partners include World Vision International, Tuft’s Feinstein International Center (FIC), Karamoja Peace and Development Association (KAPDA) and Abim Women Together in Development (AWOTID).

The Request
Mercy Corps is pleased to announce a request for Expressions of Interest (REOI) for Rural Water Supply Development through Long-Term Private Sector Support from qualifying companies.

Who: Expressions of Interest are sought only from Uganda-registered private service companies that have a minimum of two years of experience and currently operate in 200 or more rural Ugandan communities, with private sector water utility development that resulted in at least 90% average community water source reliability.

What: Applications submitted for this program must provide evidence of previous private sector water utility development that resulted in reliable water source operations (90%+). Applications must also provide evidence of activities in at least 200 rural Ugandan communities, and indication that the approach is designed for long-term market-based sustainability.

Where: Applicants must be willing to expand their water utility services to 11 sub-counties of Kotido and Kaabong district, assisting 100+ communities.

How:To be eligible for the service contract, interested organizations must provide evidence that they meet the eligibility criteria specified in this REOI (see eligibility section below), complete the REOI form, and submit the REOA form and eligibility evidence electronically to the following address consultant@ug.mercycorps.orgby 11 am on Monday November 23rd, 2015.

REOI Process
REOI forms submitted in accordance with the instructions above, will be screened for eligibility criteria (see eligibility section below). Organizations that meet the eligibility criteria will be notified of their eligibility and informed of next steps.

Other Information
Any resulting service contracts will be made under USAID Award # FFP-A-12-00006.

Eligibility
To be considered for this program, organizations must meet all of the eligibility criteria listed below. Meeting these criteria does not guarantee the award of a service contract.

Evidence that the applicant holds a valid registration as a Uganda private service company.
Evidence of two or more years of experience operating as a private water service provider.
Evidence that the company provides water services in 200 or more rural Ugandan communities.
Evidence of existing water utility services with/through local private sector water service providers (such as hand pump mechanics) resulting in at least 90% water source average community water source reliability.
Evidence of service continuation (through the water utility company) after program support ends.
Statement of willingness to extend water utility services to 11 subcounties in Kaabong and Kotido.
Statement of ability to mobilize in all 11 subcounties within a 60 day period after contract signing.
