Safety Coordinator – Kampala – Civil Aviation Authority

Civil Aviation Authority (CAA) is a corporate body responsible for the regulation of Civil Aviation in Uganda. It manages Entebbe International Airport and 13 other aerodromes upcountry. CAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS).

Job Summary: The Safety Coordinator will discharge functions and administration safety requirements in respect of ICAO safety, Continuous Monitoring Approach (CMA) and State Safety Program (SSP) implementation and compliance.

Key Duties and Responsibilities:
Functional:
Actively participates and makes contributions to the development of DSSER departments regulations and Technical Guidance Information development and revision.
Takes part in and makes contributions to the development of DSSER departmental reports for submission to ICAO CMA On Line Framework (OLF).
Participates and makes contributions to the departmental Safety Programs risk; assurance and promotion management activities and consolidates them into the State Safety Program.
Actively participates and makes contributions to the development of DSSER departments Training Programs and Inspectors Training Plans.
Maintains an up to date inspectors training records.
Participates and makes contributions to ensure the Business Plan provisions contain adequate allocations for the DSSER safety requirements
Participates in the preparation of annual budget inputs for the department.
Safety Management and Coordination:
Coordinates implementation & operationalizing activities of the Directorate: State Safety Program (SSP), Quality and Risk Management (QRM), Continuous Monitoring Approach (CMA), Inspectors Training Programs and Planning.
Safety Oversight Facilitated Integration Application (SOFIA)
European Co-ordination Centre for Accident and Incident Reporting Software (ECCAIRS)
Manages and coordinates the Directorate (FSS, ANS, AGA & AVSEC) On Line Programs: Inspectors Training Systems (ITS), Safety Oversight Facilitated Integration Application SOFIA, ICAO USOAP /USAP On Line Framework – Continuous Monitoring Approach (CMA).
The jobholder also deputises the ICAO Universal Safety Oversight Audit Program (USOAP) Universal Security Audit Program (USAP) CMA National Continuous Monitoring Coordinator (NCMC).
Functions as DSSER State Safety Program Coordinator.
Manages and coordinates the State Safety Program Safety Data Collection, analysis and storage.
Human Resource Management: Relates with and supervises the designated department resource persons assigned for the different functions. (i.e. For: CMA, SSP, Quality & Risk & ECCAIRS).

Qualifications, Skills and Experience:
The applicants for the Civil Aviation Authority (CAA) Safety Coordinator job opportunity should hold a Bachelor’s Degree in Engineering or Information Technology from a recognized University.
Training in Government Safety Inspector (GSI) Course
Inspectors Training Systems (ITS) Course
A minimum of three years of relevant working experience in the civil aviation industry flight operations and or Airworthiness administration.
Extensive knowledge in Information / Software management and administration is an added advantage.
Knowledge / training in Establishment of a State Safety Oversight System course
Working knowledge on the Uganda Civil Aviation legal framework
Knowledge of the Civil Aviation Safety Management
Knowledge of the Safety Oversight Facilitated Integration Application (SOFIA)
Knowledge on ICAO Annexes and Standard & Recommended Practices (SARP’s)
Extensive knowledge on ICAO USOAP / USAP On Line Framework – Continuous Monitoring Approach (CMA)
Broad knowledge of the European Co-ordination Centre for Accident and Incident Reporting Software (ECCAIRS)
Age: Between 35 to 45 years
