Job Description
China Petroleum Pipeline Engineering Co., Ltd. (hereinafter abbreviated as CPP) is a professional company specializing in constructing oil & gas storage and transportation infrastructure, devoting itself to delivering quality projects and services.
From its foundation in 1973, CPP upholding the concept of “Quality, Safety and Environment”, has worked with more than 70 oil and gas companies worldwide, including Exxon Mobil, BP, Shell, Saudi Aramco, CNOOC, SINOPEC, etc., stepped all over China and other 47 countries in 6 regions including the Middle East, Africa, Central Asia, Southeast Asia, Oceania, and South America. CPP has established strategic partnerships with around 80 well-known enterprises and organizations including Fluor, Wally Parson, SinoSure, and China Africa Development Fund, enabling itself to integrate and configure resources globally.
Since 2010, 24 projects have won Chinese national engineering awards, among which, the China-Myanmar Gas Pipeline (Myanmar section) and the Central Asia Gas Pipeline AB Line project won the highest honorary Chinese award.
This recruitment is held by the CPP Uganda branch, which has been executing projects in East Africa for over 10 years and has completed the Tanzania Gas Pipeline Project, K1 Branch Line, K2 Branch Line, Kenya Line 4 and Line 6, with a total contract value of over US$2 billion.

Job Description
• Develop detailed planning of Site activities to ensure proper coordination of interfaces in order to minimize and control potential issues related to security and safety hazards;
• Implement safety and security awareness program for the Works;
• Carry out regular safety inspections/surveillance of all site areas in coordination with the H3SE manager;
• Carry out H3SE Orientation and other job-related training, drills for all employees;
• Conduct a critical risk analysis for this project, identified the main risks may exist at different construction stages and different areas;
• Provide assistance and support to the Deputy H3SE Director regarding safety matters;
• Coordinate construction safety interfaces with specialty teams and Sub-contractors;
• Participate in various H3SE meetings to discuss and solve current H3SE issues, Keep a record of safety meetings, including agendas and personnel attendance records;

Qualifications/Experience required
• Bachelor’s / Master’s degree in security domain.
• A minimum of 10-15 years professional experience including 10 years in Security performance and compliance assurance preferable within the extractives or construction industry.
• Professional experience leading the interface with and undertaking field oversight of construction contractors and field teams according to Security performance requirements.
• Proven ability to mentor, coach and supervise/manage large teams required.
• Development/ Management and reporting experience of security management system as per IFC, IOGP, VPSHR and investor financed Projects compliant with the international standards.
• Performance Standardson security performance and reporting requirements, required.
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, and industry partners.
• Proven ability to multi task, work independently, manage significant workload and competing demands whilst meeting deadlines.
• Negotiation and conflict management skills.
• Excellent computer; report writing and analytical skills.
• Fluency in English (written and spoken) required. Fluency in Swahili, or/and Chinese (an advantage).
