Senior Advocacy and Communication Officer – Kampala – Uganda Network on Law Ethics and HIV/AIDS

Uganda Network on Law Ethics and HIV/AIDS (UGANET) is national non- governmental organization that was established in 1995 to bring together organizations and individuals who are interested in advocating for the development and strengthening of an appropriate policy, legal, human rights and ethical response to Health and HIV/AIDS in Uganda.

Job Summary: The Senior Advocacy and Communication Officer will provide programme leadership under the Research, Advocacy and Policy influencing strategic pillar. The incumbent will be actively engage in high level Advocacy; Communication; Research; Documentation/reporting; and media engagement roles in equal measure. This involves generating evidence for advocacy and communication messaging through research, providing leadership on institutional documentation and networking through routine multimedia engagements; website updates; and capacity enhancement for strategic documentation/reporting and publicity. This is a senior management position where you shall be expected to provide exemplary and effective leadership of the Advocacy Program in close collaboration with other Heads of Departments and overall Head of Programs.

Key Duties and Responsibilities:
1. Advocacy Roles:
Research:
Carry out regular environmental scan for evidence based advocacy; on emerging human rights issues, at district; national and global levels.
Brief findings will be evaluated and positions taken raise visibility of through several advocacy for a targeting strategic partners such as donors; policy/decision markers among others.
Partner mapping and engagement:
Build on and further UGANET advocacy strength by networking with other organizations, leading the HIV law Coalition and participating actively in other coalition or consortium to which UGANET is a member at national, regional and global levels.
Represent UGANET in advocacy meetings organized by partners, coalitions in which UGANET is a member or has special interest.
Update the partner’s data base and categorize partners based on strategic collaborations and contexts.
Fundraising: Ensure UGANET’s Advocacy program develops fundable proposals to contribute to the enhancement of UGANET’s advocacy and communication budget.
Marketing institutional best practices and Ideals: Write and Publish media articles and advocacy papers in different media in regard to the law, policy and human rights in relation to marginalized groups: prisoners; children, PLHIV, persons with disabilities, Palliative care patients; widows; vulnerable children and other vulnerable groups; with a view of influencing the public for solidarity is demanding for change especially in the context of health, HIV and gender.
Quality documentation for meaningful engagement with donors and high level partners:
Oversee the quality assurance in different kinds of materials and reports to strengthen UGANET profile at high levels.
Develop timely and quality work plans and reports in line with UGANET and donor formats.
Build the capacity of staff in quality data collection and documentation for impactful generation of progress reports for annual publications and sharing with partners.
2. Communication and Documentation Roles:
Media Engagement:
Influence print; electronic and social media to raise UGANET publicity on different fronts in a cost effective manner.
Lead on all organizational effort to share, speak out and effectively communicate agreed upon positions and ideals to the public, partners and other stakeholders in line with UGANET’s thematic areas; in a consistent; professional and frequent manner.
Steer the design of Protocols for TV; radio and other media engagements in collaboration with the Heads of Program; ED and other staffs.
Represent UGANET in the media or other advocacy programs as may be requested.
Public Relations Management:
Work in consultation with Executive Director as a focal office leading on Website and strategic publicity/visibility management.
Regularly update the Website and ensure that it’s an effective organization’s communication tool.
Work towards promoting UGANET’s visibility through all forms media and including social media and the website.
Take lead and develop strategies of actively engaging/informing the public on key areas of UGANET‘s concern and interest.
Take lead in managing and keeping functional organizational pages – Facebook, Twitter and Blog.
Planning; Implementation and reporting on departmental work in timely manner:
Oversee the planning, implementation and quality reporting on advocacy and communication activities.
Study reports from district based legal services and collaborate with the LPO’s and SLO in writing detailed, expressive success stories to make sure that there is proper documentation and information sharing amongst UGANET and its partners.
Develop Human rights messages, content to be shared through brochures, fliers, annual reports and newsletters and other creative means that will make/ earn UGANET a strong public sphere presence. Guide UGANET on modern reporting etiquettes-using the latest applications that are user-friendly.
Communication and public relations Policy and guidelines:
Guide on cost effective communication and advocacy policies or and guidelines; including review of the available policies and guidelines.
Act as the custodian of communication and advocacy tools/materials.
Maintain and update a comprehensive electronic and hard copy files of reports, publications and documented materials.

Qualifications, Skills and Experience:
The ideal candidate should preferably hold a Degree in mass communication; journalism; human rights; law; Gender; social sciences and other humanities.
At least four to five years of post-qualification hands on experience in high level Advocacy and communication/media engagement for rights protection preferably with an NGO.
Possession of additional Skills in website management; designing communication materials; making documentaries; social media and Research will be an added advantage.
