The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. EGPAF Uganda Country program is currently implementing a number of projects in partnership with various donors.

About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health Integration to Enhance Health Services in the South West Uganda Project (RHITES) whose aim is to increase the availability, accessibility and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal and child health services; family planning; nutrition assessment, counseling support; malaria prevention and treatment and other primary care services.

Job Summary: The Senior Compliance Officer will be responsible for the provision of compliance support to the Uganda Country office to ensure implementation of an effective compliance program, proactively reviewing processes, practices and documents, make necessary reasonable recommendations in reviewed areas.

Key Duties and Responsibilities:
Ensure that prior approval requests for restricted commodities are obtained and filed accordingly.
Ensures compliance with the Donor and Foundation laid down policies and procedures.
Develop and implement an effective risk, control and compliance program.
Ensure that laid down internal controls are effective, adhered to and monitored.
Ensures performance of the critical function of third party verification of activity and financial verification on wide range of field activities including but not limited to VMMC, workshops, on the job training (mentorship), FSG/Ariel meetings, distribution of supplies, and hotel room occupancy among other program activities.
Work closely with the Risk Manager on compliance issues and on external audits and HR where applicable.
Stay abreast of internal standards and business goals.
Ensure internal developed SOPs, policies and procedures are adhered to.

The jobholder ensures a spot check on stocks in the stores for accuracy and existence, supports the fleet office to review vehicle logs and policies and verification of None expendable inventory following the Foundation inventory management policy.
Actively contribute to training of staff and other stakeholders on compliance related issues and risk management

Qualifications, Skills and Experience:
The applicant for the USAID EGPAF RHITES Project Senior Compliance Officer job opportunity should hold a Bachelor’s Degree in Business Administration or Commerce
Professional qualification and a related Master’s degree is an added advantage.
A minimum of five years’ experience in accounting, auditing.
Comprehensive knowledge of USG rules and regulations, systems and procedures and local government financial processes.
Previous exposure and experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred. Very good writing and communication skills.
Extensive knowledge of state legal taxation requirements and controls (VAT, WT, PAYE, NSSF etc)
Familiarity with industry practices and professional standards Excellent report writing skills.
