About Trickle Up:
Trickle Up is a key consortium partner for the AVSI-led, USAID Office of Food for Peace (FFP)-funded Graduation Pilot to be implemented over the period of 2017 – 2024 in Kamwenge District of Uganda. The new FFP Strategic Results Framework 2016-2025 and USAID/Uganda’s Country Development Cooperation Strategy (CDCS) 2.0 (2016-2020) are both innovative and ambitious in their goals. Not only will FFP meet immediate and long-term nutrition and food security needs of vulnerable populations while focusing on sustainable approaches, but the CDCS also envisions Ugandan-led inclusive development in which desired outcomes are linked to the resilience capacity of households, communities and institutions to support these outcomes in the future. This program will test the use of the Graduation Approach to reach people living in extreme poverty, the most vulnerable who have been traditionally marginalized due to either gender, level of poverty, disability and/or age factors. Trickle Up brings to the Consortium expertise and capacity in addressing gender inequality and significant experience as one of the lead actors in the Graduation Approach, particularly with refugee populations.
The goal of this development, food security project is to improve the food security, nutrition and economic self-reliance of extremely poor households. Its focus is on households that are economically active but are chronically unable to meet their basic needs and have little chance of improving their circumstances without some form of assistance.
This development, food security activity will:
Focus on households from both the Rwamwanja refugee settlement and neighboring host communities;
Target extremely poor households (as defined above);
Enroll and graduate one adult per household, preferably the woman of the household.
Position Overview:
The Senior Gender Advisor will lead the gender analysis, design, monitoring and adaptation of all gender-related work for this multi-year, USAID/Food for Peace Graduation program in Kamwenge District, Uganda, to ensure that the project design and implementation addresses gender-specific concerns and any special needs and circumstances of women and girls. S/he must have deep knowledge and expertise that considers the context-specific constraints faced by women and girls in both refugee and host communities, including an understanding of and application of theoretical approaches for engaging men and boys in approaches undertaken. S/he will provide on-going analysis and bring a gender lens to all aspects of the work of the implementation team, and lead efforts to integrate gender for the entire period of the program intervention. S/he will work closely with Trickle Up’s technical assistance team based in New York and with Trickle Up’s partner, AVSI, and will be based in AVSI’s offices in Kamwenge Uganda.
Principal Functions:
Ensure that all project activities effectively address risks and constraints faced by women and girls giving them the power and voice in the decisions that will affect them;
Lead a holistic gender assessment that takes into account the differential needs, risks, and opportunities faced by women and girls of all ages in both refugee and host communities;
Lead the development of a holistic gender framework (including engaging men and boys), strategies, and tools that cover all components of the project intervention, including but not limited to: livelihood development, nutrition, hygiene, health, and financial and social inclusion;
Analyze and support development of approaches to address gender-based violence concerns, access and utilization of reproductive health services, control over financial resources, decision-making and time use;
Ensure that all monitoring systems for assessing impact of the project include a clear gendered perspective and are based on gender assessments, reviews, and audits to measure risks and outcomes;
Enforce USAID’s gender policy in all aspects of the project and be a key contributor to all evaluation planning and reports;
Lead efforts to sensitize and train all project staff in gender analysis and consideration so that it is infused in all project activities;
Identify and document best practices and lessons learned from the project in terms of effectiveness and increased gender consciousness that can be widely shared in publications, communication materials, and conferences;
Provide appropriate management oversight of TU contracted staff in-country in line with host agency AVSI parameters and TU policies.
Qualifications:
Education requirements
A Master’s Degree with a focus on gender and/or social structures, power dynamics or international development.
Experience requirements
10 years or more experience leading the implementation of gender-sensitive program design and implementation;
Demonstrated experience conducting gender analyses;
Demonstrated experience integrating gender-specific analysis into programs and monitoring and evaluation frameworks;
Experience leading and managing teams;
Specific experience with USAID projects preferred but not required.
Knowledge and skills:
Well-developed analytical skills;
Demonstrated capacity to lead and conduct gender analyses and to ensure effective integration of gender concerns throughout all aspects of the project and for the entire duration of the intervention;
Demonstrated management capacity and expertise in leading teams;
Ability to think strategically and transmit her/his vision to partners and colleagues;
Ability to foster commitment and build capacity among staff and in-country actors to advance gender integration and the power of girls and women;
Knowledge of livelihood and food security will be an advantage, but is not required;
Good interpersonal and diplomacy skill;
A good grasp of local context – familiarity with the particular aspects of Uganda’s social and economic context are preferred but not required.
