Senior Health Manager – Kampala – African Prisons Project

APP works holistically to change the way that criminal justice issues are addressed in the countries in which we work and empower prisoners to drive positive change.

African Prisons Project believes that prisons should have comprehensive health services which are relevant and appropriate for the needs of the prison population. There should be adequate basic living space, nutrition, recreation space and sanitation facilities to provide a healthy environment for prisoners and prison staff.

Job Summary: The Senior Health Manager will be responsible for providing leadership, project delivery and guidance to the charity to strengthen our health projects in African prisons by;
· Facilitating an increase in prisoners’ access to health services and sanitation facilities
· Promoting and facilitating positive health-related attitudes and practices among staff and inmates.
· Promoting healthy minds and bodies through healthy behaviour messages and sports programmes
· Improving nutrition through sustainable agricultural solutions in prisons

Key Duties and Responsibilities:
· The Senior Health Manager will promote health and social wellbeing of men, women and children in prisons through increasing access to health care services in prisons in Uganda. The target beneficiaries’ are the prisoners, prison staff and prison communities in selected prisons.
· The Senior Health Manager will be responsible for delivering the charities strategic health plans and resources in prisons. Will work at all times within the prisons rules and our charities policies and procedures.
· The incumbent will oversee and set up any number of health programmes in prisons. This role will require managing a number of projects in a number of prisons in the region.
· Increase the training and deployment of Prison Village Health Team programmes in prisons. This includes working and taking guidance from the Ugandan Ministry of Health’s Village Health Team and customising to the unique requirements and demands of the prison environment, This involves offering tailored and specific training for prisoners and prison staff in key health promotion and prevention strategies
· Use information, education and communication strategies to promote healthy behaviour including healthy behavioural messages and sports programmes.
· Oversee programmes which provide nutritional support for prisoners’ diets through developing sustainable agricultural solutions in prisons including prisoner led vegetable gardens and livestock programmes.
· Manage projects which construct and refurbish health and sanitation facilities in prisons using solar, biogas and other relevant technologies.
· Carry out research into mental health needs in Ugandan prisons.

Key Performance Indicators:
· The role will be objective led and key areas will be:
· The number of staff and prisoners trained and participating in Prison Village Health Teams
· The number of health awareness sessions/campaigns
· The number of prisoners, prison staff and prison staff families reached.
· The number of health services available and accessible to prisoners
· The number of referrals to health services
· The percentage of reported cases receiving timely care and support
· The number of facilities constructed or improved
· The number of agricultural programmes implemented and their impact on the nutritional status of the inmates.
· Adequate assessments are carried out in accordance with good working practice.
· Manage a comprehensive monitoring, evaluation and lessons learning system, including external third part M&E.
· Ensure reports for donors, both financial and narrative, in accordance with donor requirements are submitted to the highest standard.
· Give regular reports to HQ, local government and partners as required, including monthly and quarterly reports.
· To actively communicate and work with local partners and communities on programme development, proposal articulation and report writing.
· To build and maintain positive and professional relationships with existing and possible new partners and to identify areas for funding opportunities through in-country and external relationship building with stakeholders, including the bilateral and multilateral development partners and the submission of self-sustainable programme initiatives.
· Maintain a regional brief in regard to health developments in surrounding countries and to participate in regional forums and meetings in line with the charities plans.
· Build strong relationships with core donors in order to maintain and increase their support and diversify the funding base of the programme.
· Support operational activities of programme staff, and provide strategic input to solve problems and resolve conflict.
· His/her management responsibility may be changed from time to time as our needs and structures evolve.

Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a good Honours degree in medical discipline (2.1 or above) or equivalent industry health qualification.
· Possession of a postgraduate in qualification in Health Economics or Business Management would be advantageous.
· At least five years or more experience of administrative or managerial responsibility in an health environment
· Broad knowledge and understanding or experience of the requirements of providing and delivering health projects in a prison or similar context.
· Advanced oral and writing skills, and an ability to present information and arguments clearly; excellent interpersonal skills; IT skills appropriate to an office or NGO (field) environment
· Prior experience in dealing with Commissioners and an ability to work consultatively within democratic structures; sympathy with the aims, objectives and health values at the highest levels having a commitment to the highest possible standards
· Proven ability to take initiatives in developing relationships, initiatives and options for action that might benefit the charities academic aims
It is anticipated that the successful candidate may be either:
· An established health manager, doctor or nurse who now wishes to provide strategic thinking, management, administrative support and all-round service to an NGO working in human rights, health and education
· A senior health administrator who has worked closely in the medical world, and seeks a leading role in the service of a charity who aims to achieve health in a prison community
· Individuals with appropriate qualifications but different kinds of career experience are encouraged to consider applying

Salary: This role is also available to applications from around the world, and we will pay approx. £7,000 – £9,500 per annum or Ugandan shillings equivalent.
