Senior Planner Macro Economic Planning – Kampala – National Planning Authority

About NPA:
The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.

Job Summary: The Senior Planner Macro Economic Planning will provide specialist advice on the national planning and implementation process based on economic theory, data and information relating to national economic, social indicators and issues. The Officer shall provide a wide range of reports on Macroeconomic developments in the economy.

Key Duties and Responsibilities:
Responsible for ensuring collection of relevant macroeconomic indicators/database, for the real, fiscal, monetary and external sectors
Ensuring maintenance of a statistical database to support macroeconomic modelling analysis and forecasting.
Periodically studying historical trends for the whole economy as well as analyzing the macroeconomic developments (for example, inflation, domestic demand, exchange rate, unemployment, public expenditure and other related policy variables)
Using quantitative techniques in formulating and estimating economic models that help to explain economic relationships/inter-linkages and can be used for forecasting future trends.
Actively monitor and report on periodic trends and forecasts of major National Development issues and assess their potential impact on Uganda’s economy.
Regularly monitor the performance of the private sector and how it responds to major Government interventions particularly those that are intended to improve the overall business operating environment.
Work closely with the immediate supervisor support the Department responsible for the production of National Development Reports (NDRs)
Liaise with Ministry of Finance, Planning and Economic Development, Office of the Prime Minister, Uganda Bureau of Statistics, Bank of Uganda and policy research institutions like the Economic Policy Research Centre on matters concerning the measurement and monitoring of
major economic and socio indicators of the economy.

Qualifications, Skills and Experience:
The applicant should preferably hold a Masters’ degree in Development Planning and Management; Economic Policy and Planning; Development Economics; or closely related discipline from a recognized University. Possession of a Ph.D and other relevant post graduate qualifications will be considered as an added advantage.
At least three years’ experience in the areas of policy formulation and development, development planning; programme implementation; as well as monitoring and evaluation in a reputable development – oriented institution / organization or Government Institution.
Working knowledge of the Central Government operations, policy formulation and the SWAP process in Uganda
Past exposure and experience in economic modeling and economic trends is a requirement
Excellent Command of both spoken and written English.
Excellent analytical skills
Excellent Communication skills
Good interpersonal skills.
Good report writing skills
Working knowledge and use of econometric /analytical soft wares.
Possess the ability to work under tight deadlines
