Senior Procurement Officer – Kampala – Uganda National Meteorological Authority

About US:
Uganda National Meteorological Authority (formerly Department of Meteorology) under Ministry of Water and Environment is a semi-autonomous government authority for weather and climate services (UNMA Act. 2012) and a focal institution to Inter-Governmental Panel on Climate Change (IPCC), an international body mandated to carryout scientific research on climate change.

Job Summary: The Senior Procurement Officer will primarily oversee the entire procurement process in the entity for the concession/all projects with utmost observance of the provisions in the PPDA Act.

Key Duties and Responsibilities:
Regularly review specifications, bills of quantities and terms of reference prepared by user departments and provide timely guidance and feedback to users while ensuring completeness and compliance with the PPDA Act.
Actively initiate and prepare solicitation of bids for goods, services and works
Prepare documentation, procedures, reports and recommendations at various key stages in the procurement process for consideration by contracts committee

Qualifications, Skills and Experience:
The ideal candidate should possess an honors’ Bachelor in either Procurement and Supplies/Logistics Management or equivalent. Professional Qualifications in Procurement (CIPS) is an advantage
Three or more years’ hands-on experience in handling procurements in a big and reputable organisations
Working knowledge of the PPDA Act, Procurement Law and Procedures, Procurement guidelines and Stores operations.
