Overview of Position:
The Senior Program Manager will support the SOCY DCoP to provide overall field technical oversight to program implementation ensuring that there are mechanisms in place for a coordinated approach between Result Areas at all levels. The Manager will support the DCoP to organize and lead regional quarterly progress review meetings, identify capacity gaps and develop customized Technical Assistance plans as appropriate. The Manager will work with Result Area Leads to plan and identify technical support resources and ensure timely delivery while tracking completion. He/She will participate in the three Result Area technical working group meetings and ensure there is a feedback loop between the regional and the TWG meetings, synthesize action plans and track implementation. From the TWGs, the Manager will identify areas of convergence and develop tools/ guidelines/SOPs and/or customized capacity building plans and ensure adherence and timely implementation. The Manager will explore locally available partnership/learning opportunities to strengthen SOCY program interventions and work with the MEAL Director to constantly derive learnings internally for documentation and replication. He/She will support the DCoP in managing USAID day to day requests, quarterly report compilation, workplan development processes and execution. The Senior PM will also provide back up support to Result Area Leads as needed.
Key Duties and Responsibilities:
• Conduct OVC program capacity assessments of implementing partner staff and develop and implement a capacity building plan to address gaps in line with PEPFAR/USAID/CRS guidance
• Coordinate the development of program quality improvement tools to ensure effective implementation and delivery of quality services for high impact
• Review available program coordination structures horizontally between and the Program Result Areas and vertically along the various implementation structures at community, district, regional and national levels and develop a mechanism to ensure a coordinated approach to programming
• Support the DCoP to organize and lead regional quarterly progress review meetings, identify implementation capacity gaps and develop and oversee implementation and completion of customized Technical Assistance plans
• Work with Result Area Leads to plan and identify technical support resources and ensure timely delivery while tracking completion.
• Participate in the three Result Area technical working groups and ensure there is a feedback loop between the regional and the TWG meetings, synthesize action plans and track implementation
• Identify programmatic areas of convergence and develop tools/ guidelines/SOPs and/or customized capacity building plans and ensure adherence and timely implementation.
• Explore locally available partnership/learning opportunities to strengthen SOCY program interventions and work with the MEAL Director to constantly derive learnings internally for documentation and replication.
• Support the DCOP to plan and organize the SOCY annual workplan development meetings/processes including national and district consultative meetings to inform the process
• Lead the organization of partner quarterly review meetings, program management meetings and technical field assistance visits and ensure action plans derived are implemented to completion
• Review IP and CSO quarterly and annual reports and provide timely feedback or devise means to ensure IPs and CSOs submit high quality progress reports
• Support the DCoP to manage donor day to day requests, quarterly report compilation, workplan development processes and execution
• Provide back up support to Result Area Leads as needed.

KEY WORKING RELATIONSHIPS:**

External to Organization: Implementing partners, Vendors, contractors and service providers.
QUALIFICATIONS:**
• Minimum of Master’s Degree in Public Health, Development Studies University Degree in Social Work/Social Sciences/ Community Development
• At least five years’ experience with PEPFAR/USAID funded OVC projects
• Experience in community OVC programing with deeper understanding of HIV prevention, care and treatment, adolescent health, gender and nutrition within an OVC context
• Experience working with an International Non-Governmental Organization
• Proven experience and ability to manage relationships within the organization and partnerships at different levels
• Proven conceptual evaluative and analytical skills- ability to identify issues, formulate actions and make conclusive recommendations
• Excellent communication skills, both written and oral, and ability to communicate with colleagues, partners and external stakeholders
• Strong coordination and team work skills
• Ability and willingness to travel within the target districts in Central, Western and South Western Uganda for more than 50% of the time
