Job Summary: The Senior Programme Officer –Monitoring, Evaluation and Learning (MEL) will help in establishing a database (at KT organizational level), for ascertaining and properly attributing impacts of KT work, in relation to:
· Increasing incomes of SHFs or Enterprises targeted by KT projects and/or interventions in the EAC.
· KT being recognized as a world class brand in delivering value for money results and solutions, by consistently delivering technical and financial results efficiently beyond expectation of clients.
· High quality and continuous learning, internally at KT and by KT Stakeholders, from the results and lessons of KT’s work.

Key Duties and Responsibilities:
1. Implement a robust mechanism of assessing attributable contribution of each project/unit, to the organizational goals and targets, through a highly computerized and ICT-based/driven Monitoring (with automated real-time capture of most data), Evaluation, Assessment of Impacts and Learning, with:
· Uncompromising, timely setting, and regularly updating of high quality M&E system (supported by robust baseline database) for KT and its projects, units or interventions.
· High quality result framework for each proposal for new projects of KT.
· Send timely Ex-ante and Ex-post Assessments of impacts at projects’ and organizational levels.
Timely and high quality quarterly Evaluation and Reporting on each project; by:
· Ensuring that all KT projects meet all the M&E requirements and on time;
o Ensuring that KT and its projects have well designed Monitoring Tools and Procedures for efficient, timely and ICT-based collection of monitoring data;
o Instituting appropriate evaluation and reporting formats, tools, protocols and procedures.
2. Assess and report on impacts with respect to KT’s Brand, by:
· Developing and ensuring implementation of methods for assessing the efficiency in the delivery of products, services, results and outcomes to clients and stakeholders.
· Establishing and ensuring implementation of a robust system for seeking and obtaining necessary and sufficient feedback from clients and stakeholders of KT.
3. Establish and oversee the learning function, by:
· Ensuring that evaluation reports are effectively utilized for internal learning to improve the design, quality of implementation, and effective M&E of projects.
· Ensuring that all projects contribute knowledge products and practical experience to the materials needed and/or used by the Kilimo Biashara Training Program of KT.
· In charge of improving the capacity of KT and its partners in M&E practices.
· Effective documentation, communication and sharing of findings of evaluations and impact assessments, to all clients and stakeholders of KT and/or specific projects.
· Perform any other duties delegated from the DTO.

Qualifications, Skills and Experience:
· The ideal candidate should hold a basic degree in Agriculture, Agricultural Sciences or Agricultural Economics or its equivalent. Possession of a Post-graduate degree in Project Planning and Management; Monitoring & Evaluation; related fields.
· The applicants should have a minimum of ten years’ experience; four (4) years as head of M&E Unit/function for programs working in the development of agricultural value chains, markets and trade at regional level – under regional and/or International Organizations
· Proven skills, experience and track record in the design and hands-on use of ICT for MEL.
· Skills in analytics, statistics and research.
· Skills and knowledge and developing MEL strategies, frameworks and system setup (including tools and processes).
· Skills in setting-up of baseline databases.
· Knowledge and skills of conducting audits on value for money.
· Stakeholder engagement and participatory MEL.
· Writing and production of concise but high quality briefs and reports in English.
· Competences in use of rigorous methods for quantitative, qualitative and participatory analysis.
· Skills in building capacity
· Use of relevant computer software with emphasis on MS Office Suite (especially Ms Project) and SPSS.
