About UPDF- 3:
The Uganda Comprehensive HIV Prevention Care Treatment and Support in the Military Project (UPDF- 3) is a three year, US-DOD/PERFAR funded that aims at increasing access to and uptake of HIV/AIDS relates services among the military personnel their family members and the surrounding civilian population.
Job Summary: The Senior Technical Adviser will offer technical leadership, guidance, and assistance to project staff and project partners, as well and technical and management support to the Project Director.
Key Duties and Responsibilities:
· Serve as HIV/AIDS technical advisor to the Project Director, the project technical staff, and project partners service providers
· The incumbent will manage the technical quality of implementation, supervision, and monitoring of project activities in collaboration with project partner staff
· Ensure that project activities are implemented in accordance with national and/or international standards and contribute to the achievement of the project goals and objectives.
· Actively participate in review and/or development of training materials, protocols and operational procedures for the various HIV/AID prevention, care and treatment, and support.
· Work closely with the project technical team to build capacity of project partner staff to implement quality HIV prevention, care and treatment and support services.
· Ensure timely preparation and submission of quality project reports and work plans.
· Actively participate in national technical working groups on issues pertaining HIV/AIDS prevention care and treatment.
· Take part in HIV/AIDS technical collaborative meetings with implementing partners, Ministry of Health, and donor agencies.
· Deputize and provide management support to the Project Director.
· Perform any other duties as directed by the project director
Qualifications, Skills and Experience:
· The applicant must hold a degree in Medicine and Surgery (M.B.CH.B)
· Possession of a post graduate qualification in Public Health is required
· A minimum of eight years’ experience in supporting and/ or managing HIV prevention, care and treatment programs
· Additional training in HIV comprehensive care, TB/HIV co- infection clinic management and PMTCT
· Skills in planning, budgeting, supervising and training of health workers
· Willingness and ability to make frequent travels up- country
· Excellent writing and computer skills
· Excellent interpersonal and communication skills
