Project Overview and Role
Palladium seeks a Service Delivery (Access) Advisor for an anticipated sexual reproductive health and family planning programme in Uganda. The purpose of the programme is to support the Government of Uganda in the implementation of the Family Planning Costed Implementation Plan in order to accelerate the uptake of contraception and reduce the negative health, social and economic consequences of high fertility rates. The specific areas of focus include increased awareness of the benefits of modern contraceptives among women, girls, men and boys; increased access to quality family planning services and health systems strengthening to address gaps in the quality of service provision. The 5-year programme will be delivered in the 6 regions of Karamoja, Central 1, Central 2, East Central, Western and Eastern with an aim of achieving deep penetration within the districts.
Responsibilities
The Access Advisor will provide overall technical leadership and strategic direction to the supply and demand side components on the programme (Access through private and public sector service delivery), working closely with the Team Leader and other key experts. He/she will be responsible for managing the technical team, including the service delivery partners, overseeing the field teams and their respective outputs. He/she will provide leadership, expert advice, technical support, and quality assurance to the project team to accelerate and sustain programme objectives.
Provide high level technical expertise and leadership in implementation of innovative service delivery models through private, public and commercial sectors to improves access to FP/SRH services
Contributing to the design and development of a subsidised voucher scheme to be delivered through a regulated and quality assured network of facilities
Ensures the technical integration of the programme -including demand and supply side components – and the convergence of relevant interventions to ensure synergy and to maximize value for money.
Serving as the main point of contact with partners on designing and delivering access-related activities.
Provides direct technical inputs to the programme as required and plays a key role in the development of programmatic functions, e.g. development of work plans and budgets.
Ensures appropriate technical consultation with counterparts internally and other stakeholders throughout the project, in liaison with the Technical Advisory Committee.
In close collaboration with the Team Leader and technical leads, develops and updates annual work plan for all programme interventions, monitors compliance and provides support and guidance to ensure objectives are met and deliverables are submitted to a high quality standard, and disseminated to relevant team members and partners.
Contribute to the programme monitoring, review and evaluation activities and operations research analysis, providing support to the M&E team. Work with the M&E Expert to monitor implementation of planned activities through monthly progress reviews, report reviews and field trips
With the Team Leader, liaise with the client over technical expectations and progress, ensuring proper alignment and delivery of programme.
Requirements
At least 10 years of experience in leading large-scale health programmes as a specialist or team lead in private sector health markets, preferably in Uganda or the region.
Advanced degree (MBBS or Masters) in public health, marketing, economics, or equivalent
Technical expertise in one or more of the following:
Health market dynamics
Health system in Uganda
Ability to draw on other regional, sectoral, or international best practices
Approaches to marketing, private sector engagement, engagement with other sectors and public sector strengthening
Public health, especially family planning, reproductive health and maternal health
Proven experience developing and presenting complex information to a wide range of audiences from clients to community members
Strong management skills with experience in managing large and complex teams and partners
Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments.
Must be skilled in writing to report project progress for donor and government counterpart audiences.
Excellent written and spoken English is a must, local languages are an advantage.
