Job Summary: The Shelter and Settlement Project Manager is responsible for managing the successful implementation of CRS’s shelter activities through the CRS’ emergency response programming in Bidi Bidi Refugee Settlement Camp. S/he will work closely with the shelter and settlement technical officers, the community mobilization officers and target communities to ensure the implementation of shelter programming. S/he will provide the technical leadership and oversight to ensure quality implementation of CRS’ shelter interventions and adherence to CRS and international emergency programmatic standards and policies.

Key Duties and Responsibilities:
Project Management and Implementation:
Ensure beneficiaries are consulted and their views taken throught the life of project.
Ensure all CRS shelter and settlement activities comply with relevant local, national and international standards and regulations, and agency best practices.
Ensure shelter and settlement activities comply with the “Do no Harm Principles.”
Lead shelter project operations and supervise shelter project staff, manage the technical and financial components of the shelter and settlement project.
Maintain the Detailed Implementation Plan (DIP) in accordance with the agreed shelter and settlement strategy to assure highest outcomes for every activity.
Prepare and monitor shelter project spending against the shelter proejct budget.
Oversee the selection of shelter beneficiaries based on approved criteria and strategies.
Manage the development of social mobilization activities and social mobilization strategy in collaboration with the Community Mobilization Officers.
Ensure close collaboration with the procurement and logistics process for materials and equipment required by the shelter and settlement activities.
Take part in CRS meetings and workshops on strategic planning, shelter and settlement programming and agency-wide initiatives as requested by the Emergency Coordinator.
Ensure protection and environmental issues are fully considered throughout the project cycle with women, elderly, most vulnerable being included in decision-making for all shelter and settlement issues.
Monitoring and Evaluation:
Monitor and report project progress against the DIP and project performance indicators.
Regularly monitor project interventions through on-site visits to assess and validate the implementation of the approved project plan, conduct financial review and identify possible problem areas and implement solutions.
Lead adaptive management to recommend corrective measures when necessary to ensure that the project complies with the provisions set forth in project workplan.
Maintain a properly documented listing of selected project beneficiaries.
Facilitate routine project monitoring and evaluation in consultation with Emergency Coordinator and the Emergency MEAL Officer.
The incumbent will also attend regular and ad hoc meetings on project implementation and participate in training, conferences, seminars and workshops needed for effective project implementation in compliance with CRS program management standards and international standards for program quality, especially those focused on relief work.
Prepare shelter project activity report on a quarterly basis.
Information management and coordination:
Work closely with key non-government organizations (NGO) and national, provincial and local government, as well as shelter task-force teams and workshops, technical committee meetings and coordination groups as necessary.
Provide project documents, operation plans, program schedules and budgets to the Emergency Coordinator as required.
Send regular updates on progress, priorities and constraints – verbally and in writing to the Emergency Coordinator for sharing with CRS Senior Leadership Team.
Represent CRS in discussions or meetings with government, non-government and UN agencies, cluster system as directed by the Emergency Coordinator.
Train and brief CRS staff, stakeholders and others on shelter issues.
Supervision and Coaching/Mentoring Responsibilities: The Shelter and Settlement Project Manager will directly supervise two Community Mobilization Officers and two Shelter and Settlement Technical Officers.

Qualifications, Skills and Experience:
The ideal candidate for the Catholic Relief Services (CRS) Shelter and Settlement Project Manager job placement must hold a Bachelor’s degree or higher in engineering, architecture, project management or relevant field of social sciences.
At least five years’ experience in project management, preferably in emergency context. Minimum one year of practical experience in implementing emergency or community development projects, preferably with an INGO in equivalent position.
Demonstrated ability to build/work in a team and to manage and motivate personnel drawing on individual skills to advance agendas and problem solving.
Significant experience in community development, community mobilization or similar self-help initiatives and a desire to maximize integration of program delivery preferred.
Previous experience working with refugees in West Nile required, Yumbe district preferred.
Keen interest in and ability to build capacity in implementing teams and local community bodies with a focus on community participation.
Ability to analyze and interpret administrative reports, technical procedures and government regulations to guide project implementation.
Demonstrated experience with assessments and analytical and planning skills.
Ability to write reports and procedure manuals and effectively present information and respond to questions from CRS senior management.
Excellent communication and negotiation skills.
Fluency in English (both oral and written skills) required.
Proficient in MS Office applications (Word, Excel, Outlook– and ideally MS Project).
Self-reliance and an ability to work in a challenging and demanding environment, under limited supervision; able to travel extensively in remote areas.
Awareness, sensitivity and understanding of cross-cultural issues particularly in representing a US-based, Catholic agency.
