Short Term Grants Specialist – ACDI/VOCA

Background
The Resiliency through Wealth, Agriculture, and Nutrition in Uganda (RWANU), is a five-year (started in August 2012) USAID Food for Peace Development Food Assistance Program (DFAP) project. The overall goal of the program is to reduce food insecurity among vulnerable people in sixteen sub-counties in Southern Karamoja. ACDI/VOCA implements and leads activities implemented by ACDI/VOCA Welthungerhilfe (WHH) and Concern Worldwide.

Role
Provide leadership in the Resiliency through Wealth, Agriculture, and Nutrition in Karamoja in Uganda (RWANU) grant making process, overseeing compliance of RWANU staff and grant beneficiaries to rules, regulations, beneficiary grant agreements and MOUs following ACDI/VOCA Grants Manual of January 2016.
The Grants Specialist will provide support to RWANU’ Grant management team in the planning, selection of grant applications and preparation of grant paperwork for Fiscal Years 2016 and 2017 planned activities.

Key Responsibilities
• Follow the lead of the Senior Grants Specialist in the granting process and mentor other staff in the implementation of grantee activities.
• Follow the policies and procedures outlined in the A/V Grants Manual.
• Develop a grantee tracking and procurement system that is viewable from the Moroto office server.
• Ensure all documents are stored electronically on the Moroto office server.
• Oversee the formation of grantee selection committees involving technical staff and other stakeholder committee members as called for in the Granting Guidelines.
• Draft negotiation memos, grant agreements, and MOUs in collaboration with Technical Team members.
• Initiate procurement request for in-kind grants jointly with indicated Technical Team member.
• Manage budget for in-kind and financial grants to obtain best program impact under direction of the DCOP and Senior Grants Specialist.
• To ensure compliance in implementation of grants.
• Help conduct pre-award survey of potential recipients of grants; review systems (management & accounting) used by grantees.
• Facilitate the operation of systems that meet USAID requirements and in line with best accounting and management practices.
• Review budgets presented by grantees.
• Monitor the utilization of grants to ensure proper application and the necessary coordination with the M&E team.
• Participate in preparation of program reports.
• Liaises with ACDI/VOCA HQ compliance for review and screening of proposals from potential Grantees.
• Ensure that grant making is transparent and fair, does not create conflict in communities, and enhances gender equity working closely with Gender and Conflict mitigation officers.
• Represent RWANU and ACDI/VOCA in industry and development forums as requested.
• Any other duties as may be assigned.

Qualifications
• This job is based on work in Moroto with frequent travel to the field (LOE 35 – 50%). The individual should have a degree in Agriculture, Economics, Business Administration, or related field. An MBA is an added advantage.
• At least 1-2 years of prior grant management experience.
• At least 4 years working experience in international development.
• Applicable USAID regulations knowledge.

Additional considerations: (for non-Ugandan nationality employee)
• Lodging and M&IE will be provided for the duration of the assignment in Moroto
