About US:
STIR Education is an International NGO currently working in Uganda and India, creating a movement of Teacher Changemakers and driving improvements in children’s learning. STIR see’s teachers as the solution; and is building a teacher-led movement to improve children’s learning from within the system itself; by creating local collaborative networks of teachers who develop professional practices and skills to improve learning. STIR is currently focused on India and Uganda where in just three years, it has reached over 14,000 teachers, who are impacting learning for 450,000 children.
Job Summary: The Programme Managers will support the effective implementation and will work as part of STIR’s existing vibrant team of managers and other staff in the Uganda office.
Key Duties and Responsibilities:
· Work closely with the Lead Programme Managers leading on the Government and NGO partnership programmes, and together with the rest of the team to support STIR’s partners in embedding the STIR model effectively in their existing organisational infrastructures, and running local networks of Teacher Changemakers
· Support in the expanding of STIR Education’s work into the secondary education and pre-primary education space while working with both public and private sector partners.
· Work closely with education leaders – the partner and government staff who run their local Changemaker Networks – as well as policy makers, to share learning about how STIR is working in Uganda and different contexts within Uganda
· Work with other members of the STIR team in Uganda to plan training for Education Leaders
· Provide on-going coaching and mentoring to Education Leaders to ensure high quality implementation, whilst integrating learning from monitoring & evaluation to further improve model delivery.
· Ensure timely implementation of partners’ activities as per the overall STIR annual workplans.
· Actively monitor the implementation of the STIR programme activities by partners and ensure all necessary data is gathered from partners, checked and correctly entered in the STIR data base
· Participate and contribute to the developing and dissemination of appropriate training materials, manuals, workbooks, etc for teachers, education leaders and policymakers.
· Work with the rest of STIR team in Uganda to share lessons about the most effective means of running teacher and policy changemakers’ networks.
· Develop and share a knowledge base about what makes an effective Education Leader and policy changemaker (Learning Improvement Groups and Local Action Groups); and work with partners and STIR team to ensure the STIR methodology is appropriately embedded in the work of both NGO and government partners.
· Work in liaison with the Lead Managers in identifying and creating opportunities for STIR teachers, education leaders and policy makers profiled and recognized publicly for their work.
· Provide additional support to STIR as an organization as required and be willing to ‘muck-in’ and share learning with the India and UK teams.
· Ensure that partner organisations gather and share data required by STIR and make sure the data is organised carefully – working with the M&E Team and Lead Programme Managers in the NGOs and Government Partnership Programmes.
· Participate in organising STIR training institutes and other STIR – led events to promote teachers, education leaders and policy makers as changemakers.
Qualifications, Skills and Experience:
· The STIR Programme Managers should have good knowledge of Uganda’s Education context, clear leadership and partnership skills.
· Broad knowledge and understanding of the challenges teachers and schools face in Uganda
· Significant experience of supporting teachers or others in school to lead change in grassroots contexts
· Prior experience of facilitating and managing multiple partnerships simultaneously
· Excellent computer skills and experience in managing the collection of data and analyzing it
· Possess excellent skills in partnership/relationship management; be a very positive and solution focused person;
· Be highly flexible, extremely organised and is able to work in a very fast paced, dynamic environment.
· Proven ability to provide useful feedback to team members and partners
· Excellent verbal and written communication skills in order to hone STIR’s key messages for the Ugandan context
· Possess the ability to influence people without direct authority over them
· Previous experience in organizing events and coordinating large numbers of external partners
· Demonstrated experience in creative problem solving
· Understanding of what is required to improve education quality in Uganda. Specifically with Early Childhood Development/Pre-Primary and Secondary Education experience.
