The Regional Health Integration To Enhance Services in Eastern Uganda (RHITES-E) Activity will support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 21 districts in Eastern Uganda and 2 in Karamoja by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations. The USAID RHITES-E Activity will support the health sector to sustain higher service utilization by supporting quality integration of services including HIV/AIDS, TB, maternal, newborn and child health (MNCH), reproductive health (RH), nutrition and malaria.
Job Summary : The Supply Chain Management Officer will support Supply Chain Management (SCM) activities for all key commodities (including pharmaceuticals and laboratory) on the USAID’s RHITES E activity at cluster level. S/He will give supervisory and technical support for the planning, handling, and management of HIV/AIDS, TB, RMNCAH, malaria, and nutrition commodities for all RHITES-E supported health facilities within a cluster of districts, as will be specified. The technical officer is also responsible for support and capacity building in health commodity forecasting, quantification, ordering, storage and use across all supported districts and health facilities.
Specific responsibilities
Strengthen commodity (pharmaceutical and Laboratory) logistics management, information management and tracking, at health facilities through Supervision Performance Assessment and Recognition Strategy (SPARS) implementation, and use of electronic systems such as DHIS 2 for Web-Based Ordering Systems (WAOS), Rx solutions and open MRS.
Support health facilities within the region to effectively implement the Differentiated Service Delivery Models (DSD) for HIV infected clients in care, by ensuring constant availability of commodities.
Ensure the national Logistics Management System (LMIS) is kept up to date at all health facilities within in RHITES-E region.
Determine the training needs, including identification of potential Medicines Management Supervisors (MMS) and train health workers involved in SCM within the region.
Support the revitalization of Medicines and Therapeutic committees (MTCs) at HC IV and hospital level.
Coordinate the adherence to drug policies and regulations at supported facilities.
Monitor attainment of supply chain performance targets and appraise the systems from time to time.
Develop and maintain databases for all relevant sites, commodities, lead times, reporting histories, and supervision visits at all levels.
Support health facilities to establish logistics management teams to conduct 5S in addition to CQI to bridge service delivery gaps.
Coordinate with districts, health sub districts and other stakeholders to improve SCM in the region.
Oversee the pharmaco-vigilance surveillance systems at the supported health facilities
Contribute to timely and accurate reporting by the project.
Qualifications:Bachelors of Pharmacy or Equivalent. A masters degree or a professional course will be an added advantage.
Minimum of 3 years of work experience.
