Survey Manager – Abt Associates

Opportunity
Abt Associates is bidding to provide Independent Evaluation Services in support of USAID’s Evaluation of Two Orphans and Vulnerable Children (OVC) program activities in Uganda. Abt is seeking a local Survey Manager to assist with the evaluation. This position will require managing data collection by a local firm to ensure the evaluation receives accurate data of good quality. Qualified candidates should have experience managing household survey data collection for other projects.

The purpose of the evaluation is to provide the Mission with rigorous evidence regarding the extent to which two ongoing OVC focused programs did or did not achieve impact on key outcome indicators and to identify factors or combination of factors, within and outside the program, which may explain how impact was achieved. It is expected that the contractor will conduct future data collections over the life of the program as well as data analysis and dissemination of findings. The design is a combination of a nested quasi-experimental approach with qualitative comparative analysis (QCA).

Key Roles and Responsibilities
Assist in the development of evaluation materials including survey instruments and enumerator training guides and oversee pilot testing of survey instruments
Participate in enumerator training
Manage the local survey firm’s daily activities to ensure they are following the appropriate sampling plan and protocols
Travel between survey sites to perform random spot checks and observation of enumerators
Communicate daily with survey supervisors to track progress and identify challenges encountered in the field
Liaise between the evaluation team and the survey firm, communicating progress, challenges, and proposed solutions on a regular basis while surveys are in the field
Monitor survey firm’s performance and quality check procedures

Preferred Skills / Prerequisites
Required
Bachelor’s degree in economics, statistics, or other social science with research experience (Master’s degree preferred)
Experience working in and strong understanding of the OVC Sector in Uganda
Experience managing large-scale quantitative surveys in Uganda
Fluency in English and one or more local Ugandan languages

Preferred
Experience with impact and/or performance evaluation concepts and methodology (experimental, quasi-experimental, and non-experimental designs) and survey research
This is a part-time consultancy position. The period of performance is five years, though candidates can expect that the first and last years will require more time than the interim years.
