Multi-Sector Gender Assessment Project:
The IRC will conduct a UN Women-funded Multi-Sector Gender Assessment of the South Sudanese Refugee Response in Yumbe, Arua, and Adjumani settlements in Uganda. A Gender Assessment is critical to gain a better understanding of the situation for women and girls in the South Sudanese refugee population, and to inform IRC programs in their goal to address the needs and inequalities that exist. The Multi-Sector Gender Assessment will show the unmet needs of the refugee population in the Protection, Health, and Livelihoods sector programming, with a particular focus on SGBV needs. The Team Lead will work with IRC sector coordinators and staff in the Protection, Health, and Livelihoods teams to inform and complement the design and implementation of this project, and to help implement and actualize the recommendations. The Team Lead with be supported by IRC-Uganda leadership and the Gender Equality Unit based in New York, USA.
The project will produce a full report that includes a thorough gender analysis of the South Sudanese population that includes the prevalence of SGBV, an assessment of the existing IRC programs to identify successes and needs, and recommendations for various stakeholders (UNHCR, OPM, NGOs, Refugee groups, other UN agencies, etc.) to improve the quality of the response going forward. The project will contribute to beneficiaries’ improved well-being as it supports the design and implementation of programs that are responsive to gender-based needs and opportunities.
Project Objectives: The Multi-Sector Gender Assessment project is expected to:
Complete a thorough gender analysis of the South Sudanese refugee population
• To understand the gendered inequalities that restrict or inhibit women and girls to fully access humanitarian aid interventions, or increase their risks and insecurity.
• This will include an analysis of broader gender issues, as well as specifically looking at risks and prevalence of gender-based violence.Complete an assessment of existing IRC services and support available to the community
• This project will assess whether IRC programs are equally accessible and designed to support both men and women.
• This will focus on the Protection, Health and Livelihoods sector programs, and will include recommended solutions to identified gaps in service delivery
Compile the findings of the research into a report
• The report will include recommendations for service providers working with South Sudanese refugee populations in Uganda
Team Lead Expected Outputs:
I. Coordinate and manage all aspects of a multi sector gender assessment in Yumbe, Arua and Adjumani
a. Collaborate with IRC Uganda sector coordinators and the IRC Gender Equality Unit
II. Liaise with necessary stakeholders (NGOs, local and national government agencies, UNHCR and UN Women, etc.) Finalize the IRC-provided tools for data collection
III. Methodology Document that outlines the tools and methodology used for the Gender Assessment
a. This should include (but not limited to): a desk review, focus group discussions and key informant interviews, service mapping and participatory needs assessments, and a safety audit
IV. Train IRC staff who will implement data collection in the tools and methodologies to be used
V. Formulate and provide quantitative and qualitative indicators of gender issues among South Sudanese refugees to be used during the assessment
VI. Supervise data collection and analysis including the day to day management of data collectors and statistician
VII. Document the gender differentiated needs and opportunities of refugees in the Yumbe, Arua and Adjumani settlements with a focus on the prevalence of gender-based violence and the gaps and needs in services to address the gendered inequalities, and the solutions proposed for IRC programs in the Protection, Health and Livelihoods sectors.
VIII. Manage validation meetings in Kampala and in Arua, Yumbe and Adjumani
IX. Produce a final report based on validation meetings at a Kampala and local level
PLANNED ACTIVITIES:
Week 1
• Finalize assessment tools and methodology with support from IRC’s Gender Equality Unit and in close coordination with IRC Uganda senior and technical management
• Deliverable: Methodology Document
Week 2-4
• Introduce research to relevant stakeholders in field locations with support of IRC staff and UN Women
• Onboard and train enumerators, including a pre-test and edits of the tools for data collection
• Collect data in Arua, Adjumani and Yumbe
Week 5-6
• Oversee statistician for analysis of data collected during assessment as needed
• Analyze the quantitative and qualitative data
• Draft report of findings and recommendations
Week 7-8
• Dissemination of report in Kampala and field level to IRC sector coordinators and UN Women :-Full review and program design workshop with sector coordinators to discuss solutions to needs discovered in the assessment
• Revise report based on dissemination feedback and finalize for distribution
