The FAO Office of Evaluation (OED) is seeking Expressions of Interest (EOIs) from qualified individuals to conduct the independent final evaluation of the “Global Climate Change Alliance: Agricultural Adaptation to Climate Change in Uganda (GCCA)”. The candidates should not have been involved in the design or implementation of FAO activities being assessed by the evaluation and will be required to sign a conflict of interest declaration.

Tasks and responsibilities
The evaluation will be guided by FAO Office of Evaluation, OED. The Team Leader/Team Member will contribute to the evaluation for his/her area of specialization. His/her mandate will derived from and must fully comply with the overall Terms of Reference for the Evaluation.
The Evaluation Team Leader/Member is responsible for conducting the evaluation and applying the methodology. The team will participate in briefing and debriefing, discussions, field visits, and will contribute to the evaluation with written inputs.
The evaluation and individual ToR, will be provided to those shortlisted for the assignment.
Candidates should meet the following requirements

Desired team members profile
The Evaluation Team will be comprised of three to four international, reginal or national experts with an appropriate balance of evaluation experience and expertise in two or more of the following areas:
• Capacity development;
• Climate change;
• Natural resources management;
• Water management;
• Livestock;
• Resilience.

Minimum Requirements
• Solid Expertise in two or more subject matters and areas as highlighted above;
• Relevant experience in project evaluation (4 years for team members and 8 years for team leader) in the areas of capacity building, climate change, resilience, livestock, agriculture and/or natural resources.
• Relevant experience in conducting/taking part in large-scale and complex independent evaluations;
• Previous working experience in Uganda or East Africa
• Excellent skills in analysis, and in writing and verbal communication in English

Desirable Requirements
• Postgraduate degree in relevant disciplines (stated above)
• Previous experience coordinating evaluations of long-term programmes at regional and national level;
• Practical experience in the field of gender equality;
• Knowledge of FAO.

Project Background
The Global Climate Change Alliance: Agricultural Adaptation to Climate Change in Uganda (GCCA), GCP/UGA/041/EC is a 54 months programme funded by the European Union (EU), with funding from the Republic of Ireland, and is being implemented by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Government of the Republic of Uganda and the local governments from the Central Cattle Corridor districts[1].
The project total budget is EUR 10.795 million. It was expected to be used in a period of 48 months (4 years), starting from 15 June 2012. However, due to bureaucratic issues, in mid-2016 the parts agreed at a no-cost extension of 6 months. Thus, the project is expected to end by January 2017.
The purpose of the project was to strengthen the resilience of rural populations, cattle keepers and agricultural production systems in the central part of the cattle corridor and build the capacities of communities, commercial farmers and the Government of Uganda to cope with climate change.
The project was organized in 3 results:
• Knowledge and capacities for climate change adaption strengthened.
• Better access of livestock and crops to water through water for production.
• Resilience of agricultural production systems in the cattle corridor improved.

Evaluation purpose
This final evaluation will be carried out for accountability purposes for EC and other stakeholders. Equally, this final evaluation will understand and draw lessons from what the project has achieved. This includes documenting results from strategies and activities against the intended outcomes and replication or follow-on projects that may use similar approaches, tools and program design elements. The final evaluation process and reports would assist national and regional stakeholders for subsequent phases of the GCCA or similar project of this nature. In addition, provide lessons for sustainable development efforts in the countries and region, as well as lessons for FAO, EC and other partners in designing future similar interventions.
Duration of the evaluation process
The assignment will last indicatively 35-50 days to be worked between November 2016 and February 2017. The Team Leader/Members will work from home and be expected to undertake travel as part of this assignment, might begin with an inception mission to be held at FAO Headquarters (Rome) in November 2017. Further missions in the country are planned to take place between November 2016 and January 2017.
