About NPA:
The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.
Job Summary: The Technical Advisor (Board) will be providing technical guidance to the Chairperson, Deputy Chairperson and Authority Members
Key Duties and Responsibilities:
Carrying out research on developmental priorities and gather specific information using available and any other means including electronic resources and or networking relations with internal and external key stakeholders
Participate in the preparation of the National Development Plans, Technical Papers, projects and concept papers
Actively participate in all Management meetings, Expanded Board Meetings, NPA Joint Board Technical Meetings, NPA Joint Board Staff meetings and any other fora as invited
Establish and actively maintain close links with Sectors, Ministries, Departments, Agencies, Local Governments and Government Departments and Study their periodical Reports for purposes of selective information gathering, analysis and utilization by the Board Members
Compile monthly, quarterly, annual and special reports on matters handled
Responsible for the circulation of agenda files, submitted reports and or Board Papers forwarded by the Executive Director to Executive Board Members
Work closely with the Chairperson, office of the Executive Director, Heads of Directorates and Departments on technical matters regarding the Authority’s business.
Regularly review and comment on technical papers and reports as assigned by the Members of the Executive Board and provide feedback for improvement.
Coordinate the preparation, drafting and proof reading Authority Members speeches and specific presentations
In charge of collecting specific data from the field as required by the Board Members
Coordinate the internal and external meetings schedules of the assigned offices.
Coordinate the activities of / between office of the NPA Chairperson and the Expanded Board in collaboration with other departments within the Authority, review high priority development issues and needs and make recommendations;
Serve as the Secretary to NPA’s Expanded Board
Prepare the operational work-plan and Budget associated with the offices for which the incumbent is responsible for approval by Management and incorporation into the overall NPA Budget
Perform any other duties as and when directed by the relevant authority.
Qualifications, Skills and Experience:
The applicant should hold a Master’s degree and first degree majoring in any of the following fields: Development Planning, Macroeconomics, Economics, Economic Policy and Planning, Statistics, Quantitative Economics, Development Economics, Public Administration or related relevant field from a reputable University
Past Management experience of at least ten (10) years, 5 of which at senior level in Government or Public Sector with clear evidence of a good management track record.
Possession of a PhD, Post Graduate Diploma or certificate in any of the relevant fields mentioned is an added advantage
Applicants will a good understanding of Governance, Public Sector Management and Public Relations issues will possess an added advantage too
