Technical Advisor – HIV, TB, PMTCT, Nutrition, Malaria and SMC – Gulu – USAID

About URC ASSIST Project:
University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID Applying science to strengthen and Improve Systems (ASSIST) Project which is a five-year cooperative agreement dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies.

Job Summary: The Project Technical Advisor- HIV, TB , PMTCT , Nutrition, Malaria and SMC will provide technical and administrative support to the team working to improve the quality of HIV and TB care & Treatment (HIV/TB) and elimination of Mother-to Child Transmission (EMTCT), Nutrition Assessment, Counselling and Support (NACS) services, malaria and safe male circumcision (SMC) in USAID ASSIST supported health facilities in Northern Uganda.

Key Duties and Responsibilities:
1. Supervisory Roles:
Render support in the development and ensure timely submission of work plans and budgets for all assigned HIV/ TB & EMTCT, SMC, Malaria and NACS activities at least quarterly.
Conduct regular activities to assess and build necessary competencies of Quality Improvement Officers supporting ASSIST project work in the selected districts/ health facilities.
Manage the financial and administrative activities by technical officers supporting ASSIST project work in the above mentioned technical areas including conducting staff appraisals, reviewing and approving financial and administrative requests and accountabilities.
2. Technical Support & Coordination:
Ensure timely writing and submission of quality and accurate reports quarterly, biweekly and at all other requested times.
Regularly review and improve technical strategies employed by the technical officers supporting all the technical areas to ensure the USAID ASSIST project work plan is adhered to and implemented with measurable success.
Guarantee that the cross cutting themes like gender, health workforce development and community engagement, linkages and referral are well integrated into the all the plans for the different technical areas
Ensure that the district Health Teams are functional and providing reports about their activities
Work closely with the monitoring and evaluation team ensure that data collected is accurate, valid and captures process and outcome indicators.
Work in consultation with knowledge management staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports for the work done.
Develop, support and maintain a pool of district and regional coaches who will support the health facility improvement teams to improve the quality of care and services provided in the different technical areas.
Conduct coaching and mentoring at sites.
Actively coordinate with the District teams to develop, manage and implement work plans
3. Other Responsibilities: Perform any other duties as assigned by the supervisor/Chief of Party.

Qualifications, Skills and Experience:
The USAID ASSIST Project Technical Advisor should hold a Degree in Medicine & registered with the Uganda Medical & Dental Practitioners’ Council. Possession of a Masters’ degree in Public Health.
A minimum of five years’ experience in providing care and treatment to people with HIV and PMTCT.
Good working knowledge of the guidelines in at least 4 of the mentioned technical areas (HIV, TB, Malaria, Nutrition, PMTCT, and SMC) would be an added advantage.
Possess the ability to conduct cohort monitoring for retention indicators is an added advantage.
Proven ability to manage projects from start up to successful completion
Ability to manage and coordinate technical teams
Past experience in supporting teams to apply Quality Improvement approaches is an added advantage.
Ability and willingness to travel within the supported districts.
