Development Links Consult on behalf of its client is seeking to recruit a dynamic and experienced individual to join the client organization to work on the Learning Process Project under the following position.
Technical Advisor – VACiS Programming
VACiS – Violence against Children in and around Schools
The Technical Advisor – VACiS Programming will accompany and support six donor grantees to refine and implement violence prevention programs. The program has a focus on Uganda, Tanzania and Kenya. The Technical Advisor will contribute to achieving high program quality through technical support and capacity building with current grantees.
Responsibilities:
· Develop advisory relationship with each grantee team
· Ascertain each grantee’s current VACiS program plan and approach , theory of change and M&E plan
· Familiarize with current evidence and good practices on VAC prevention
· Advise each team on ways evidence and good practice knowledge could strengthen the logic and context sensitivity of the program approach
· Advise each team on ways to improve the M&E framework and data-gathering to inform routine program learning and refinement
· Help each team compile program updates for the 2016 convening reflecting program refinements and learnings
· Help serve as a link between grantee teams, researchers, and the external learning partner stakeholders
· The Technical Advisor will report to the Executive Director of the client organization and will be expected to document and share consolidated annual VACiS EA progress report based on technical advice and other learning exchanges.
Qualifications and experience:**
• A Master’s degree in a profession relevant to human rights with a degree in any of the following disciplines: Social work and social administration; Community Development; Development Studies or any other degree related to child rights.
· At least 10 years’ experience in a VAC related programming or advisory position with a bi-lateral, multi -lateral organization, Government or NGO.
· An excellent understanding of the Ugandan, East African and global Child Rights context.
· Strong analytic, program planning and monitoring skills with the ability to challenge existing mindsets. Especially theory of change and M&E
· Excellent writing/editing skills
• Excellent interpersonal, written and verbal communication skills
• Ability to work well with people from diverse backgrounds and cultures
• Ability to work as part of a team and in partnership with other stakeholders
• Ability to link community level impacts on children with trends at national and regional level.
• Ability to work independently
• Fluency in English, both verbal and written
Conditions of employment:
• The successful applicant will be offered a three-year contract which will be subject to a 6-month probationary period and a performance assessment.
• The candidate will be based at the client’s office in Kampala.
