The Regional Health Integration To Enhance Services in Eastern Uganda (RHITES-E) project will support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 21 districts in Eastern Uganda and 2 in Karamoja by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations. The USAID RHITES-E Activity will support the health sector to sustain higher service utilization by supporting quality integration of services including HIV/AIDS, TB, maternal, newborn and child health (MNCH), reproductive health (RH), nutrition and malaria.
Job Summary
The Training Advisor will oversee all training and QI activities and deliverables for the USAID RHITES-E activity, under the supervision of the Director, Health Systems Strengthening, and ensure that QI is an integral part of ALL programming to ensure quality service delivery. S/he will also work closely with project staff to ensure successful implementation of training and QI activities at district and site level for improved quality of health care services. This position will maintain collaborative relationships with key partners such as other Health Manpower Development Centre, Regional QI Committees, trainers and mentors.
Specific Functions
Coordinate all RHITES-E training activities in collaboration with Technical Advisors and project Cluster Staff.
Work closely with RHITES-E Technical Advisors to develop a compendium of all planned trainings and draw a well-coordinated and integrated roll out plan, while emphasizing QI approaches across the board.
Liaise with the District Capacity Building and QI Team Lead on cluster and Regional QI Committee operations to ensure smooth capacity building support to districts and health facilities. The collaboration with RQIC and operationalization of their work plans should foster creation and operationalization of district and health facility QI committees.
Liaise with MoH and other stakeholders for up to date training guidelines that need to be rolled out.
Ensure all training and QI data is collected and uploaded in the HRIS data base and QI dash boards in a timely manner.
Qualifications:
Master’s degree in Public Health, Social Sciences, adult education, organizational learning, or a related field.
Minimum five years of experience in district management or project work, coordinating training, knowledge management, and/or monitoring and evaluation, health, and/or education projects.
Demonstrated experience planning and implementing training courses for adult professionals on topics related to Quality Improvement TB, HIV, Malaria, RMNCH, Nutrition, Family Planning and performance management topics.
Experience building organizational capacity in Quality Improvement monitoring, evaluation, and strategic learning preferred.
