Ligomarc Advocates is recruiting for a valuable client, a Government Company funded by Government of Uganda (Coil) and Development Partners, to provide financial, technical and other support for Renewable Energy infrastructure development in Uganda, with particular emphasis on enabling Private Sector participation. In the above regard, our client is participating in the World Bank funded Energy for Rural Transformation Project, now moving into its third Phase (ERT III), and is also implementing other programs funded by GoU and other Development Partners.
Job Summary: The Transaction Execution Specialist will manage the Company’s Solar Financing Programmes including; a Solar Refinancing Facility extended through Participating Financial Institutions (PFIs) for solar systems acquisition and a Working Capital Facility for solar vendors.
Key Duties and Responsibilities:
· Sell the Company’s Solar Vendor financing and guarantee programs by:
o Initiating business relationships with the Company’s Participating Financial Institutions (PFIs), existing and new ones.
o Steering and ensuring that appropriate Agreements, including Participating Agreement for the Solar Vendor Working Capital Facility and the Master Guarantee Agreement are signed between the PFIs and the Company.
o Obtaining required approvals from other stakeholders where applicable.
o Initiating business relationships with the Solar Companies with particular emphasis to those employing a pay-plan model
o Proactively engage Solar Vendors to promote the vendors financing programme available at PFIs.
· As part of Energy for Rural Transformation phase III (ERT III) preparatory activities, to work alongside the legal and consulting firms to develop agreements, manuals, and procedures
· Actively engage PFIs already participating in the solar refinance programme for increased uptake of the solar loans.
· Work closely with other Programme Stakeholders on a continuous basis to obtain and/or share relevant information for effective delivery of the programme outputs.
· Process PFI applications for solar refinance and solar vendor financing in accordance with the terms, conditions, and guidelines of the programme.
· Process partial risk guarantee applications from PFIs in accordance with the terms and conditions of the guarantee scheme terms and conditions of the Guarantee Scheme.
· The incumbent will also process guarantee claims from PFIs in accordance to the terms and conditions of the guarantee scheme.
· Manage the post-funding relationship(s) between the Company and the PFIs by;
o Liaising with the Company’s M&E to capture data on solar connections.
o Obtain relevant feedback from the solar vendors and PFIs for. performance monitoring and improvement.
o Undertaking joint periodic (at least semi-annually) monitoring visits with PFIs to solar vendors.
o Regularly review quarterly progress reports from PFIs with a view to prepare internal quarterly reports.
· Perform any other duties as assigned by the Director, Transaction Execution.
Key Performance Indicators:
· Number of Participating Agreements signed with PFIs
· Processed PFI Disbursements under the Working Capital Facility Agreements
· Processed PFI Applications for Guarantees under the Master Guarantee Facility Agreements
· Number of Solar Working Capital Loans extended by PFIs
· Continuous engagement between Solar Companies and PFIs with a view to building a pipeline of Working Capital applications facilitated
· Number of Guarantees extended to PFIs.
· Timely, quarterly, supervision and monitoring reports.
Qualifications, Skills and Experience:
· The Transaction Execution Specialist should hold an Honours degree in a Business or Science related field from a recognised University
· Possession of a post-graduate qualification or professional qualification in business or science related field will be an added advantage.
· A minimum of five years relevant work experience with a reputable Bank or Financial Institution or Financial Services Organisation.
· Proven skills in business development or relationship management will be an added advantage.
· Demonstrable experience with the Energy sector will be an added advantage
· High level of interpersonal and management skills and ability to work with teams in the organisation at all levels.
· Ability to work under pressure and tight deadlines
· Computer literacy skills
· Demonstrable integrity and confidentiality in handling public resources
