Job Summary: The Water and Sanitation Engineering Team Leader will lead on assessments together with the Hygiene Promotion Team Leader, line manage one to two CRS Field Engineers, train them as necessary and manage the day to day processes and organization of CRS Water & Sanitation activities.

Key Duties and Responsibilities:
Work in close coordination with the Operation Manager, the Hygiene Promotion Team Leader (HPTL) and as per CRS standard procedures identify and assess contractors, associate water partners, construction suppliers, vendors of WASH items, prepare contracts and documentation for works.
Lead together with HPTL all assessments for WASH.
Undergo together with CRS Field Engineers a training given by Oxfam on production and construction of dome shaped latrine slabs
Ensure personally and through project engineers that latrine slab construction teams are supervised and that high quality of the works is achieved
Ensure together with HPTL that latrine slab construction teams (refugee/host) and other hard ware construction teams are signing working sheets in order to liquidate payments
Assist the Hygiene Promotion Team Leader as necessary in the collection and analysis from WASH Base Line Surveys before launching any intervention.
Work in liaison with the HPTL and with support from MEAL led on new KAP surveys
Lead, organize and execute pumping test and analyze yield of boreholes/Supervise and monitor contractor performing the pumping tests
Work closely with contractor/associate water partners survey, design and analyze cost of motorization through solar panels of high yield wells, elevated water tanks, distribution network and water points
Keeping the District Water Office involved in the survey, planning and design of any water distribution project
Regularly monitor on a day to day basis (in person and/or through CRS Field Engineers) all hard ware activities to ensure that quality of work of contractors’ or associated water partners work in motorizing high yield boreholes, construction of elevated tanks, laying piped network and constructing water points is achieved with required quality standards and in specified time.
Work in close coordination with the Hygiene Promotion Team Leader develop if necessary new designs and BOQ for latrines slabs, bathing areas with soak way pits and drainages.
Together with the HPTL ensure that all hardware activity have previously been coordinated with HP’s in order for them to mobilize refugee and host communities before any hard ware works starts.
Ensure that any new design or hard ware activity is sound from a qualitative, quantitative and culturally appropriate point of view and that it follows SPHERE standards.
Work closely with CRS Procurement and Logistics to ensure that material procurement is delivered according to program needs to sites.
Ensure together with the HPTL that Field Engineers and Hygiene Promotion Officers engages both refugee and hosts communities in consultation, mobilization and construction activities where these are community based.
Encourage contractors to employ skilled and unskilled workers from the refugees and host communities
Assist the PM to prepare plans, proposals, and budgets for project extensions and new construction projects.
Ensure that Field Engineers monitor that community workers and contractors adheres to Health and Safety standards during construction activities.
Ensures that use of appropriate project management tools to plan, review and track progress on projects implementation as well as on the utilization of project resources.
Ensure the development and implementation of a strong M&E system using appropriate CRS tools and resources to maximize project impact on beneficiaries.
Keenly monitor project development and identify deviation from approved project plans and implement corrective measures when necessary to ensure that the partners meet the project objectives.

Qualifications, Skills and Experience:
The ideal candidate for the Catholic Relief Services (CRS) Water and Sanitation Team Leader job opportunity should a Bachelor’s or Master’s Degree in Civil Engineering, Hydraulic Engineering, Hydrogeology or Construction Engineering
At least two years’ experience working with INGOs in the field of Emergency WASH or other infrastructure WASH programs.
Prior implementation experience of water supply: gravity fed systems and distribution networks, experience in repairing India Mark II, III & AfriDev hand pumps
Implementation experience in sanitation: construction experience especially different types of latrine and toilet technologies
Proven experience of project cycle management
Previous exposure and experience in mentoring and capacity building of team / partners including training facilitation skills
Excellent interpersonal and team skills and proven ability to be flexible in demanding situation
Good assessment, analytical and planning skills
A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with the beneficiaries.
Knowledge of and commitment to humanitarian principles (NGO / Red Cross code of conduct) and with Sphere humanitarian charter and minimum standards
Communicates strategically under pressure

Fluent English language (speaking and writing) and knowledge of the local language in Yumbe district, Arabic is an added advantage.
Excellent knowledge about importance of integrated approach in engineering, livelihood, shelter and protection) in emergency context.
Previous experience of working with local partners including local authorities’/settlement leadership
Proven experience in gender analysis and integrating gender & diversity into the emergency program
High degree of flexibility and ability to work under pressure and meeting deadlines in changing situations
Experience of working effectively within a big international agency (I/NGOs)
Willingness to be based in Yumbe.
