ActionAid Uganda (AAU) seeks an experienced Youth Advisor, who is able to provide efficient capacity development to both national staff at the ActionAid office and its partner organisations. Please note that this position is only available for people who are not residing in Uganda – see more information below for further details.
The focus will be on youth activism improving governance in delivery of social services, promoting civic participation and build resilience to emerging threats in the context for Youth. We seek to strengthen the capacity of ActionAid countries to engage in activism, campaigning and policy through training and identification of existing best practices (both strategy and tactics) to empower youth and women.
Specific objectives:
• Develop and support regional Youth groups and link them with regional youth advisors.
• Support the creation and strengthening of existing leadership fora for youth and women at local and national levels to build leadership to influence governance processes and link with global initiatives.
• Develop and strengthen solidarity among children, women, youth, justice seekers, over sight groups and other stakeholders for common action through social, digital, electronic and print media.
• Capacity development on organizing and alliance building.
• Develop and build the capacity of the youth groups, women groups, community watch groups and justice seekers, to challenge human rights violations through nonviolent direct action, develop resilience mechanisms and monitor performance of governments on their commitments and mandates.
• Support the implementation ActionAid’s youth strategy in the East Africa region.
• Ensure a feminist lens and Young women’s representation in all the youth groups.
Key result areas
The Advisor’s support will help to ensure:
• ActionAid and youth partners strengthen their capacity in developing Youth led programs, planning and implementation of youth and children friendly and focused interventions.
• Improved knowledge and skills in developing clear advocacy strategy(ies) to champion the Youth agenda.
• A clear Activista Policy engagement and strategic development in the arenas of governance and civic participation in the region.
• Support meaningful participation in programmes and interventions from the national to the LRPs and then regionally and globally for Youth Work.
Required qualifications
• Master’s degree (or equivalent work experience) in youth organizing, campaigning, governance, political science, international relations, law, gender issues, youth policies, or other relevant fields.
• A minimum of 5 years of capacity building experience on youth work, campaigning, coalition building and position advancement through advocacy.
• Traceable experience of working in a capacity building position in an international organization is a must; preferably 4 years’ experience should be in capacity building initiatives with Youth.
• Related experience in East and Southern Africa is desirable. (Working experience in an international development organization will be a distinct advantage).
• Demonstrated Ability to work well as part of a cross-cultural team is essential.
• Ability to develop and maintain a range of mid to high-level working relationships within ActionAid and; among international partners, and with civil society is desirable.
• Prior experience working collaboratively with civil society, government and or with private sector preferred.
Personal qualifications
• Substantive experience in network building and advocacy work.
• Proven organizing and campaigning skills.
• Demonstrated people management and relations building skills.
• Familiarity with Human Rights Based Approaches.
• Proven ability to advocate and provide policy advice.
• Ability to lead strategic planning, program development and implementation, results-based management and reporting.
• Ability to develop and maintain strong partnerships and mobilize resources.
• Familiarity with working with networks globally is essential, with knowledge of such networks and organizations specifically in the area of political and civil rights is highly desirable.

Contract start is subject to approval of work and residence permit, which can be a lengthy process. Therefore, the expected start date is 1st December 2016 or 1st January 2017. The assignment is for 24 months, with the possibility for renewal.

• 13th to 14th October: Second round Skype interviews with two final candidates
