Duty Station: Kampala with field travel Duration: 12 Weeks
Scope of Work
Scope of this assignment is to develop a five-year UCHL Strategic Plan (2016/2020), including an M&E plan to monitor progress against set targets.
To conduct the assignment, the consultant will:
• Review the current action plan, as well as any other available relevant documents (i.e. monthly and quarterly reports of the CHL; 2014 annual report; MOU with the development partners, reports of field missions, etc).
• Consult with: i) key stakeholders at national and regional level, including MGLSD, UNICEF and other implementing partners, ii) relevant technical working groups such as the VACiS Inter-sectoral committee.
• Share regular reports on the steps undertaken and results achieved with the MGLSD and with UNICEF.Areas to be Considered
• The assignment will be carried out by a team of one national and one international consultant.
• The international consultant will lead the overall execution of the assignment and will be responsible to ensure that the assignment is carried out according to this TORs;
• The international consultant is expected to provide her/his own IT equipment (i.e. computers, internet bundle, and airtime) to undertake this assignment.
• The MGLSD (i.e. the Child Helpline Coordinator) will be responsible for the overall management of the contract, including ensuring that deadlines are adhered to and that all deliverable are in line with the GOU standards.
• UNICEF (the chief of SAFE section and the VAC technical specialist) will review the drafts and provide technical inputs throughout the assignment to ensure overall adherence to UNICEF’s standards and guidelines.
• The MGLSD will provide office space to the international consultant, as necessary.
• The assignment is expected to cover a period of 12 weeks starting from the signing date of the contract.
• Travel costs to/from the duty station (Kampala, Uganda) will be covered by UNICEF.
Expected Deliverables and time frame
The expected deliverables and time frame are as below:

Produce the first draft of the strategic plan. First draft to of the strategic plan shared with MGLSD and UNICEF. Present the first draft of the strategic plan to the Violence against children in school (VACiS) inter-sectoral committee and incorporate their comments into the draft. Revised draft including VACiS inter-sectoral committee shared with MGLSD and UNICEF (draft 2)
1. Present the second draft to MGLSD management for approval and incorporate their comments into the draft. Revised draft (including MGLSD’s management’s comments) shared with MGLSD and UNICEF (draft 3)
2. Finalize the strategic plan and submit it to MGLSD for final approval. Final draft of the strategic plan shared with MGLSD and UNICEF for printing.
Desired background qualification and experience and competencies
• A Master’s degree (or equivalent experience) in Management, Monitoring and Evaluation, Development studies, child protection or a related field;
• At least 8 years of professional experience in programme management and planning;
• Knowledge of the Child Helpline system;
• Previous experience in formulating child protection and/or violence against children strategies;
• Proven experience in formulating M&E frameworks and plans;
• Good experience and understanding of Uganda development environment and Government structures at national and local level;
• Evidence of having carried out similar or related assignments;
• Experience of working with national or international Civil Society Organizations.
• Excellent writing, Communication, facilitation, reporting skills and Coordination skills;
• Graphic design skills will be considered as an advantage.
Proficiency in English, including excellent English writing skills.
