The Millennium Water Alliance was formed as the Unites States announced its commitment to the Goals for Sustainable Development. One goal was to “reduce by half, the proportion of people without access to safe and affordable drinking water and sanitation” by the year 2015. To help reach this goal, in 2003 the leading US-based non-governmental organizations working in water and sanitation formed the Millennium Water Alliance (MWA) as 501(c)(3) organization to offer sustainable solutions through advocacy, shared knowledge, and collaborative programming. Since then, MWA has created consortium field programs in which member NGOs bring their strengths and share ideas on effective approaches, for maximum efficiency and long-term effectiveness. Our major collaborative field programs to date operate in Ethiopia, Kenya, and in five countries in Central America.
About USAID Project:
The Millennium Water Alliance (MWA) seeks to win an anticipated 5-Year Sanitation program in Uganda to be awarded by USAID in FY2015. The Project will be implemented by a consortium of NGOs and other development partners in managing and implementing a sustainable water and sanitation program in 8 districts that may expand to 25 districts in Uganda.
Job Summary: The USAID Project Finance & Administration Manager will provide financial and administrative support to the Chief of Party. He/she will have a lead role on financial and operational support of the program team from Kampala.
Key Duties and Responsibilities:
· Offer leadership on administrative, finance, accounting and reporting for USG project, including submission of timely and accurate performance and financial reports.
· Actively monitor budget utilization and work with COP to ensure proper financial management and utilization.
· Keenly analyze, develop and monitor project budges and procurement process, ensuring fiscal control measures and procedures and program budgets controls are in place to realize the program deliverables
· Assist the Chief of Party to put into place and monitor quality oversight on Financial management systems line with USAID rules and regulations and Global Communities’ policies, procedures and accounting principles
· Maintain updated information regarding grants and contracts, sub-contracts, reporting requirements and financial restrictions. Ensure financial reporting is in accordance with USAID agreement requirements.
· Provide oversight on all program-related financial matters.
· Support the COP to respond to USAID informational, data, and financial monitoring requirements.
· Render support to the Chief of Party in preparing and analyzing budgets, develop financial reports, and make recommendations to MWA partners on budget expenditures
· In charge of compiling and finalizing all USAID financial reports and liaise with external auditors in auditing project expenditures.
· Assist COP to identify, recruit staff as needed and identify human resource gaps.
· Support the COP to ensure efficient and effective project implementation in accordance with the contract while leveraging financial, support, and services and resources to the program as may be necessary.
· Guide and support the GoU in preparing of the district operational plans budget and where necessary build the GoU line ministries and partner’s staff on budget planning and control.
· Perform any other duties as assigned by the Chief of Party.
Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a Bachelor’s degree with professional certificate or higher accounting, business administration or related field.
· At least ten years’ experience in financial management
· Five years of successful experience overseeing financial management in similar programs of the same magnitude
· Three or more years’ experience in administrative support to international organizations, contract and HR management as well as procurement
· At least three years’ experience overseeing sub awards, including construction sub awards.
· Substantial experience managing USG awards, knowledge of USG policy, procedure and reporting requirements.
· Past exposure and experience with computerized accounting
· Strong organizational and leadership skills.
