About JCRC:
Joint Clinical Research Centre (JCRC) is a national Ugandan organization that was established in 1991 as a medical institution and HIV AIDS Centre of Excellence specializing in medical research, health care and training.

Job Summary: The Director Laboratory Services will ensure that all JCRC lab processes are conducted in line with laboratory best practice, established standards, policies and procedures and/or as prescribed in the Research Protocols. The incumbent also ensures that all JCRC lab infrastructures in Kampala and all Regional Centers of Excellence is effectively utilized and maintained to serve their intended purpose

Key Duties and Responsibilities:
Responsible for implementing and maintaining the laboratory standards equivalent to the College of American Pathologists
Ensure an effective quality management program for the laboratory.
Ensures proficiency testing, alternative assessment, and QC procedures are sufficient for the extent of testing performed in the laboratory
Regularly communicate laboratory data and appropriate patient result reporting.
Technically support consultations regarding the ordering of appropriate tests and the medical significance of laboratory data
Provide educational programs, strategic planning, and research and development appropriate to the needs of the laboratory and institution.
Ensures sufficient personnel with adequate documented training and experience to meet the needs of the laboratory.
Responsible for ensuring the implementation of a safe laboratory environment in compliance with good laboratory practice and applicable regulations.
Document and specify individuals delegated to carry out specific activities.
Participate in the selection of laboratory equipment and supplies with respect to quality.
Ensures that all laboratory processes in JCRC are carried out in accordance with laboratory best practice, JCRC established standards, policies and procedures and/or as prescribed in the Research Protocols
Ensures that all JCRC laboratory infrastructures are effectively utilized and maintained to a standard complying with the JCRC Code of Practice and in compliance with health and safety regulations
Steers the development and implementation of JCRC safety policy to ensure safety and minimization of accidents in all JCRC labs
Develops and guides implementation of JCRC Labs Sharing Policy that guides the sharing of lab infrastructure with external research collaborators
Actively contributes to the development of Laboratory training curricula and participates in the conduct of any such training for both JCRC staff and other health service providers.
Plans and evaluates the performance of lab staff through appropriate performance standards and provides mechanisms for performance improvement
Develops and manages plans and budgets for lab services.

Qualifications, Skills and Experience:
The applicant should preferably hold a master’s degree in clinical laboratory science or related sciences from an accredited institution. A PhD would be an added advantage.
Be certified and continue to be certified by a board approved by the medical council
A minimum of eight years’ experience among which three should have been at the same level in managing a busy and multi-disciplinary lab preferably involved in clinical or bio-medical research
Possess good interpersonal and communication skills and a team player
