Programme Coordinator Research – Kampala – Restless Development

Restless Development (Uganda) is an International NGO established to address the challenges faced by young people in Uganda by placing young people at the forefront of change and development. Our vision is for all Ugandan youth to live healthy and productive lives, fully supported by those around them. Our programming focuses on three core areas: youth sexual and reproductive health and rights, youth civic participation and youth employment and livelihoods.

About GRP Programme:
The Global Resilience Partnership (GRP) is a consortium of implementers, including Cafedirect Producers Foundation (CPF), KENVO (Kijabe Environmental Volunteers), MasterCard Labs, WeFarm, and Restless Development. Through this project, all implementers are working together to enhance youth participation in agricultural activities. Restless Development, in particular, will be working towards two goal areas: 1) providing youth engagement capacity building to Producer Organizations (POs) connected to Cafedirect and 2) incentivizing youth to engage with digital tools for agricultural information and market access. Under the first goal area, Restless Development will assess each PO on their youth engagement strategy and then, based on this, will provide training and mentorship to address any identified gaps. Under the second goal area, Restless Development will train Youth Ambassadors from our Youth Groups to mobilize other youth to use the tool, disseminating data from the tools and collecting feedback on youth perspectives of using the tools.

Job Summary: The Programme Coordinator, Research will actively engage with implementation partners, POs, and Youth Ambassadors, as well as any Programme Officers that might be hired, on a day-to-day basis, providing ongoing support and capacity building. The Programme Coordinator, Research will be responsible for ensuring the quality implementation of the project components under both goal areas.

Key Duties and Responsibilities:
Programme Development, Management, and Reporting: 35% Working closely with the International Research Manager to coordinate and rigorously plan all field activities, staying on top of the field plan timeline and targets as agreed to with CPF:
Under Goal Area 1:
Lead PO youth engagement assessment for each PO and design targeted training material to cover specific identified gaps;
Provide PO representatives with specific youth engagement training as well as handbooks and reference materials on youth-engagement strategies; and
Provide ongoing mentorship to POs on putting youth-engagement policies into practice as well as troubleshooting any areas of difficulty.
Under Goal Area 2:
Identify and train Youth Ambassadors in digital agricultural tools, mobilizing them to spread the use of these tools in their communities; and
Work closely with the digital tool partners (MasterCard Labs and WeFarm) and Youth Ambassadors on community-based dissemination of real-time data in youth-friendly packaging;
Guide the Youth Ambassadors on collecting feedback on youth experiences of engaging with the digital tools.
Partnership Management: 20% Directly, and in close collaboration with the International Research Manager:
Communicate and coordinate regularly with all GRP partners (CPF, KENVO, MasterCard Labs, and WeFarm);
Work closely with MasterCard Labs and WeFarm on the logistics and practicalities of rolling their tools out in Uganda;
Take part in strategy discussions with GRP partners in order to harmonize concurrent field activities and ensure high quality delivery against goals and objectives; and
Participate and represent Restless Development in regular check-ins with partners.
Donor Reporting
PO and Youth Ambassador Support: 20% Working closely with CPF and other Restless Development Programmes to:
Support CPF to identify PO representatives;
Take PO representatives through the cycle of engaging on youth policy, building their capacity and helping them troubleshoot along the way;
Collaborate to identify Youth Ambassadors to promote digital tools from among RD youth groups;
Capacity build Youth Ambassadors to support the collective action of youth around in evidence-based decision-making and to capture data around youth perspectives on using the tools.
Financial Planning and Management: 15% Working closely with the Finance Unit to lead on developing, managing and regularly reviewing the programme budget, including:
Supporting the development of donor expenditure reports;
Supporting development of annual programme budgets and quarterly reforecasts;
Ensuring that financial transactions are in line with Restless Development policies and procedures, including processes related to expenditure and accountability of funds: and
Ensuring that value for money is achieved.
Other: 10% Other duties and additional project activities, as required. Occasionally working on weekends and holidays for which time off in lieu can be taken.

Qualifications, Skills and Experience:
The applicants for the Restless Development Programme Coordinator, Research should hold a graduate-level Degree in relevant field of study or equivalent work experience.
At least three years’ experience in programme design and management, including proven experience of managing large and complex programmes relating to youth engagement, agricultural livelihoods development, and research;
Strong proven experience designing and managing related research;
Proven adherence to the 2 main GRP programme goals under Restless Development’s undertaking:
Supporting young people’s structural and meaningful engagement
Incentivizing young people to adopt digital technologies in agriculture;
Proven ability to network and establish collaborative relationships with a variety of actors, including with consortia;
Broad knowledge, understanding and practical experience of youth development in Uganda;
Excellent verbal and written communications skills;
Excellent problem-solving skills and ability to make sound operational decisions;
Ability and strong motivation to work with young people;
Good team player able to work under own initiative;
Willingness to travel to regionally and to rural areas, as required; and
A strong personal commitment to the values of Restless Development, as well as to the overall project goals.
