With 30 years of experience working with Disabled People’s Organisations, we challenge the barriers and negative attitudes that limit opportunities for disabled people within their families, communities and wider society. We provide tools and resources for disabled people to live life to the full and campaign for their rights.
ADD International has been working in Uganda since 1987 and its country strategy for 2013-20 focuses on the following areas:
· HIV and disability
· Preventing and responding to violence against disabled girls and women
· The promotion of enjoyment of human rights by under-represented categories of disability
· Cross-cutting issues such as livelihoods, child protection and capacity building for disabled peoples organizations.
Right now, disability is arguably the hottest, fastest rising issue in international development and ADD is at the heart of this, cutting through to ensure that the voices of disabled people grow ever louder. This rise is taking place from an incredibly low point – there are approximately 1 billion disabled people in the world according to the World Health Organisation – and around 150 million with very high levels of need. Shockingly small numbers of disabled children go to school leading to low literacy and low employment, and, for most disabled people, even basic health services are inaccessible. Disabled people are frequently discriminated against, stigmatised, and excluded from wider society – often by their own families. Based in the UK we work out of 5 offices in developing countries in Africa and Asia with a staff team of approximately 100 people and a turnover of over £3m.
Job Summary: The Manager: Programme Development and Resource Mobilization will support ADD International by being responsible for:
Steering the development and design of programs/projects based on ADD’s theory of change and the priorities of persons with disabilities.
Overseeing ADD’s fundraising work in Uganda.
Key Duties and Responsibilities:
1. Development and Design of programs/projects: (40% of time)
· Actively participate in the review/development of ADD’s theory of change, global, country and other strategies.
· Conduct/commission and supervise research/situational/contextual analysis to generate the body of evidence for developing “robust” projects/programmes.
· Actively participate in Learning and reflection meetings within ADD in order to apply evidence generated through the monitoring, evaluation and learning system to the design of programmes/projects.
· Take part in experience sharing events of disabled peoples organizations and other forums in order to develop good understanding of the priorities of the disability movement and persons with disabilities and apply it to programme design and development.
2. Lead ADD’S fundraising work in uganda.
· Develop fundraising plans for the country programme with clear targets and strategies in line with the global fundraising strategy.
· Actively monitor trends, policies and priorities of development partners including INGOs, to identify funding opportunities for ADD’s programmes in Uganda.
· Work closely with the Country Director and relevant UK colleagues to identify and nurture relationships with development partners
· Oversee the development of competitive applications in response to calls for proposals proactively
· Develop opportunities for collaboration and working in consortia with other organizations to increase ADD’s leverage for resource mobilization.
· Build and maintain healthy working relationships with the ADD UK based institutional and public fundraisers to ensure effective synergy between headquarter and country programme fundraising initiatives.
· Prepare periodic updates on the status of fundraising initiatives for the senior management team.
3. Member of Senior Management Team:
· Oversee the recruitment of fundraising staff and volunteers.
· Conduct regular appraisals and organize capability development programmes for staff under direct line management.
· Participate in problem-solving during instances of conflict between ADD and partner organizations during the implementation of mutual programs.
· Play a focal role in participatory decision-making both within the country programme and where required in the global leadership of ADD International.
4. Cross-organisational Learning:
· Participate in joint activities such as learning forums with other ADD colleagues to create a strong “networked” organization where colleagues support, strengthen and learn from each other.
Qualifications, Skills and Experience:
· The ideal candidate must hold a goo University degree from a reputable university. Possession of a Post graduate training in fundraising/resource mobilization/grants management is desired
· Demonstration of significant involvement in the writing of successful technical proposals within the international development sector such as DFID; EU; USAID; and other donor agencies.
· Experience of managing/supervising expert’ consultants.
· Broad knowledge and understanding of good practice in developing projects/proposals for example application of , Theory of Change, Value For Money and full cost recovery Concepts.
· Excellent track record of raising funds for projects within one (or more) of ADDs thematic programmes for Uganda such as capacity building, prevention of violence against women, HIV/AIDS, inclusive education, livelihoods, civic education, human rights for vulnerable persons, etc.
· Broad understanding of the trends in the fundraising environment for international development
· Experience of working in consortia and other networks for the purposes of joint resource
· Flexibility to handle competing priorities and deadlines with efficiency, without compromising quality
· Detailed working knowledge and understanding of rights-based development and the work of people’s movements
· Ability to motivate and collaborate within diverse teams
· Excellent oral and communication skills in English
· Excellent interpersonal, communication and negotiation skills in person and on the telephone
· Excellent writing skills
· Computer literate in MS Office
· The lived experience of being a disabled person is desired
· An understanding of – and commitment to – disability as a human rights issue is an added advantage
· Readiness to travel overseas and within the country is also desired
· Readiness work flexible hours and occasional evenings, including is also desired
· Respect for diversity and for the inclusion of disabled people inside and outside ADD is an added advantage
