About US:
The Parliamentary Commission of Uganda serves the following functions;
· Appoint, promote and exercise disciplinary control over persons holding public office in Parliament;
· Review the terms and conditions of service, standing orders, training and qualifications of persons holding office in Parliament;
· Provide a Parliamentary reporting service;
· Provide such other staff and facilities as are required to ensure efficient functioning of the Parliament;
· To cause to be prepared in each financial year, estimates of revenue and expenditure for the next financial year; and
· Make recommendations to Parliament, or with the approval of Parliament, determine the allowances payable and privileges available to the Speaker and Members of Parliament.
Job Summary: The Research Officer – Statistician will provide well-researched and analyzed information to the Members of Parliament, Committees and Staff
Key Duties and Responsibilities:
· Collect, collate, analyze, document and store research data/ information in line with field of position applied for (expertise and qualification);
· Prepare and submit research reports and briefs to Parliamentary Committees, Members of Parliament and staff;
· Design studies and analyze data in the Department of Research Services
· Actively participate in the design, maintenance and management of research databases in the Department of Research Services
· Initiate and participate in the designing of research proposals/ Concept papers ,work plans and Budgets for carrying out research activities;
· Offer technical support to the Committees when conducting Parliamentary investigations;
· Extract, analyze and compile Government assurances;
· Keenly analyze bills and policies;
· Regularly monitor and evaluate Government Projects /Programs.
· Perform any other related duties as may be assigned from time to time.
Qualifications, Skills and Experience:
· The applicant must hold an Honours Bachelor’s Degree in Statistics from a recognized University/ institution
· Ability to use appropriate computer software packages/applications, like SPSS, Epinfo
· Excellent written and oral communication; report writing skills
· Ability to conduct research
· Broad knowledge and understanding of research methods
· Good data analysis and analytical skills
· Age: 21 years and above
