University Bursar – Kampala – Kyambogo University

JOB PURPOSE
To be responsible for financial administration and planning of the University and maintain accounts in a form determined by the University Council.

KEY FUNCTIONS
1. Preparing annual work plans and financial budgets for the Office of the University Bursar and directing their implementation.
2. Coordinating and supporting the preparation, consolidation of University budgets and work plans and monitoring their implementation.
3. Overseeing management of income, expenditure, stores and assets of the University.
4. Directing the preparation of financial statements, accountabilities and supervising the proper management of accounting records.
5. Developing and instituting accounting, accountability and risk management systems for resources and assets of the University in accordance with University policy, regulations and the law.
6. Promoting and enforcing adherence to financial policy, regulatory framework including standards of professional practice.
7. Supporting the conduct of audits and preparing timely responses to audit queries and mandatory inquiries whenever necessary.
8. Providing technical support and guidance to Top Management and Council on financial matters including policy proposals, funding priorities and improvements to financial management systems.
9. Coordinating the disbursement and accountability for University funds including Donor funds.
10. Managing and assessing the performance of staff in the Office of the University Bursar.
11. Mentoring, coaching and counselling of staff in the Bursar’s Department
12. Preparing revenue forecasts and initiating investment proposals.
13. Effecting the timely payment for goods, works and services.

KEY OUTPUTS
1. Annual work plans and financial budgets for the Office of the University Bursar prepared and implemented.
2. University budgets and work plans prepared, consolidated and implementation monitored.
3. Income, expenditure, stores and assets of the University properly managed.
4. Financial statements and accountabilities prepared and accounting records updated and secured.
5. Accounting, accountability and risk management systems developed and implemented.
6. Awareness and compliance to financial policy, regulatory framework including
standards of professional practice promoted and enforced.
7. Conduct of audits supported and responses to audit queries and mandatory inquiries prepared.
8. Technical support and guidance on financial matters provided.
9. Disbursement and accountability for Donor funds coordinated.
10. Staff managed and appraised.
11. Staff mentored, coached and counselled.
12. Revenue forecasts prepared and investment proposals developed.
13. Timely payment for goods, works and services effected.

PERSON SPECIFICATIONS
a) Qualifications
1. Must possess a Master’s degree in either Commerce (Accounting and Finance option), Accounting and Finance or Business Administration (Accounting and Finance option).
2. Must possess a Bachelor’s degree in either Commerce, Accounting and Finance, Economics or Business Administration.
3. Full professional accounting qualification such as ACCA, CPA or CIMA.
4. Must be a Member of a recognised professional accounting body like the Institute of Certified Public Accountants of Uganda (ICPAU) or equivalent.
5. Diploma in Law or Certificate in Administrative Law is an added advantage.
6. Qualification in Management is added advantage.
b) Competencies
1. Should have a high level of integrity with excellent communication, leadership and people skills.
2. Should have the ability to initiate and institute measures to enforce prudent financial management and proper use and accountability of the University’s fiscal resources.
3. Should have the ability to monitor and evaluate budget performance.
4. Should have proven ability to manage technical teams and transfer skills and knowledge to others through formal training and technical support.
5. Should have the ability to understand group dynamics, inspire high levels of performance and encourage winning behaviour.
6. Should be computer literate, with good working knowledge of standard office documentation software and with demonstrable knowledge and skills in computerised Financial Management systems and packages.
7. Should have the ability to develop and establish extensive medium and long-term objectives, goals, strategies and a course of action to accomplish financial requirements of the University.
8. Should have the ability to sustain change and positively balance the combination of human resources, financial resources, technology and change processes to realise the University’s strategic objectives.
9. Should have broad knowledge of the University’s fiscal policy, financial regulatory framework and legislation governing the management of public finances.

c) Experience
Should have a minimum of ten (10) years working experience in accounting or financial management of a reputable organization, five (5) of which should have been at a senior management level. Should be between 40 and 55 years of age at the time of application. A person with experience in Higher Education Institutions will have
an added advantage.
