Job Summary:
Geospatial/Digital Visualization Officer: The Geospatial/ Digital Visualization Officer will be based in Moroto and will report to the MEAL Specialist. As a part of the MEAL team s/he will support the MEAL Officers, Learning Technical Manager, Partner MEAL staff and the Learning Partner in their geospatial mapping and visualization needs. This position will oversee the Database Assistant and assist with the management of project databases as needed. The Geospatial/Visualization Officer is expected to start a few months after project start-up and end a few months before project closeout to align with the project timeline.
Job Responsibilities:
Project monitoring
1. Develop, manage and maintain project databases with respect to applied standards for database management;
2. Assist with the development of data collection tools to facilitate data entry;
3. Support the establishment of a MEAL system to collect, analyse and share project data taking into account CRS MEAL policies and procedures and donor requirements;
4. Work with the project MEAL team to develop data collection methodology and train field agents/enumerators on data collection procedures for the different project activities using ICT4D solutions;
5. Work with the MEAL project team and the project managers to conduct data collection using digital forms in key project activities (i.e. beneficiary registration, distributions, post-distribution monitoring, conducting needs assessments and after action review at the end of the project;
6. Make data in the database available to permit real-time monitoring of project indicators and facilitate the real-time data review by the project team or by other individuals as mandated by the project-based data analysis protocol;
7. Support the standardization of methodologies and data collection tools based on the project MEAL strategy and CRS norms;
8. Use eValuate and other standard ICT4D toolkits in order to collect data using technology
Program quality favoring accountability and learning
1. Participate in field visits to project sites to monitor progress and to reinforce field agent capacity;
2. Participate in partner meetings as needed;
3. Support the MEAL team to promote a learning environment
Technical support for database management
1. Develop quality control mechanisms and verify and revise project database errors to ensure data quality;
2. Develop data reports interfaced with dynamic graphics using cloud-based reporting tools;
3. Provide support to the project MEAL officers to develop and prepare periodic monitoring reports using collected data;
4. Develop guides and manuals on the use of project databases to assist project teams;
5. Support the integration of ICT4D solutions in the data collection system;
6. Develop project maps to highlight project interventions;
7. Ensure monitoring of recommended norms to guarantee of project data quality and conformity to project indicator definitions;
8. Provide regular project information and data to project-based staff, partners and key stakeholders in respect to project protocol for data management and sharing.
9. Ensure data privacy and data security standards are followed when collecting and disseminating information
ICT4D for MEAL
1. Work with the Global Knowledge and Information Management (GKIM) to standard processes for the integration of ICT4D solutions in projects in collaboration with other MEAL staff ;
2. Develop reports and dynamic dashborad in collaboration with MEAL staff based informational needs of the donor, partners, beneficiaries, CRS and other key stakeholders;
3. Support the use of ICT4D solutions for the collection, management and analysis of data to develop reports;
4. Document the use of ICT4D solutions to promote project learning.
Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s Degree or equivalent experience in Statistics, Information Management or related area;
• Minimum three years of progressive experience in database management working with humanitarian and development assistance, preferably with an international NGO;
• Experience in database management using Microsoft Access, SQL Server and Excel required;
• Experience in creating data visualization dashboards (e.g. Reporting services, Access, Zoho Reports, Dundas Dashboards, PowerBI);
• Have experience working with ICT4D in MEAL system (e.g. iFormBuilder) preferred;
• Able to work under pressure and to manage competing priorities;
• Have the capacity to establish priorities with the aim of meeting expectations with integrity;
• Experience in the implementation of gender transformative activities
• Proven leadership and inter-personal skills with ability to build and motivate diverse and talented teams;
• Demonstrated proactive nature in resolving problems and leading a productive, committed team;
• Flexibility to work both in a team and independently;
• Cultural sensitivity, patience and flexibility;
• Demonstrated personal accountability and driven to serve others;
• Excellent English language oral and written communication skills;
• Experience working in a variety of developing environments required;
• Proficiency in Microsoft Office suite (Word, Excel, PowerPoint and Outlook) required;

• Willingness to work extended hours, dependent upon the task deadlines;
Required Foreign Language: English and Karimojong
Required Travel: Extensive travels within Karamoja; 40-50% within DFSA implementation areas
