Tasks End Products/ Deliverables
1.MoFPED/ BMAU
Analyze and re-present/tabulate national budgetary allocations vis-à-vis child rights, the lifecycle approach and regional classifications of the budget.
Extract and compile and clean Sector League tables data into a database from (Health, Education and Water) and Budgetary allocations for the current year and the previous 2 years
Deliverable #1:*Extracted Excel Sheets for Water, Health and Education Outcome indicators into a MS Access Database
Link central and district level financial allocations with sector specific, child-focused outcome
Deliverable #2:*Excel Scatter plots showing relationship between Financial allocations and Education sector outcome indicatorsDeliverable #3:Scatter plots showing relationship between Financial allocations and Health and Water Sector outcome indicators
Produce sector outcome indicators–budget allocation maps and provide analysis that reveals the relationship between the two.
Deliverable #4:*Maps showing Financial Allocation vs Outcome indicators for all sectors (Education, Health, Water)

2.Child Urban Poverty
Conduct an in depth analysis of existing data (Child Poverty Report, National Household Survey, Demographic and Health Survey, etc.)
careful assessment of the effects of urbanization on child welfare and access to basic services in Uganda
Compile and extract Child Poverty data from existing CPR, NHS and DHS reports into database
Deliverable #5: Database containing Child poverty data extracted from available sources
Produce Urbanization maps highlighting areas of increased population since 2002.
Analysis and production of poverty maps vis-à-vis urbanization
Deliverable #6: 2 Page report with attached maps showing relationship between Urbanization and Child Poverty

3.Poverty Vulnerability Analysis
Poverty diagnostic analysis by presenting the advantages of broadening the scope of poverty assessments to include an analysis of equity-focused vulnerability to poverty.
Compiling Poverty Vulnerability data and Non-Spatial Analysis of Poverty Vulnerability data.
Deliverable #7: 2-Page analysis report on Poverty Vulnerability with attached graphical analysis (Graphs, Scatter plots, etc.)
Mapping of available Poverty vulnerability data
Deliverable #8: Poverty Vulnerability Maps produced from the above analysis

4.Equity Mapping/ Child Focused Vulnerability mapping
Child-focused Vulnerability/Hazard mapping – an update to the mapping that was previously done
Mapping of Government of Uganda investments in Children
Deliverable #9:*Updated Hazard/ Vulnerability maps and maps of Children Investments in Uganda

5. 3Ws Matrix
Mapping to highlight potential programme areas where UNICEF has comparative advantages, as well as those where other actors are better positioned
Carry out a Who-does-What-Where partner mapping in the UNICEF prioritized districts for intervention
Deliverable #10: Who does-What-Where map(s) of UNICEF Prioritized maps
Collaboratively work with the WFP and FAO GIS sections on the use of mapping in enhancing resilience in Karamoja
Deliverable #11: 2-Page report on collaborative GIS analysis with WFP/FAO

Desired background qualification and experience and competencies
• An advanced degree in Geographic Information Systems/Science or a first degree with commensurate experience
• A first degree in Natural or environment science, Surveying, Civil Engineering or Computer Science/ Information Systems
• At least 5 year experience in Geographic Information Systems.
• At least 3 years’ experience working in humanitarian or development related work environments
• Strong communication and writing skills
• Experience with open source GIS software
• Proven ability to conceptualize, plan and execute ideas
• Ability to transfer knowledge and skills
• Fluency in written and verbal English is a must. Another UN or local language is advantageous.
