About EU Project:
Plan International implements the EU funded “Empowering Youth for Sustainable Livelihoods project” to support employment of young women and men in Lira and Alebtong districts through improving their technical, vocational and life skills, access to work experience, financial services, and psychosocial support as well as improving young people ability to engage with public and private sectors to represent their interests.
Job Summary: The Project Manager will steer efforts of the project and ensure it achieves its objectives.
Key Duties and Responsibilities:
Steer the planning function of the project ensuring effective work planning, and implementation to meet project targets and milestones on time.
Developing effective ways to implement and monitor project periodic budgets
Ensure efficient utilization and timely accountability of funds allocated to implementing partner
Responsible for financial reporting and accountability to all key project stakeholders.
Manage project quality and ensure the project monitoring and evaluation function is effectively executed and all learning are captured and documented.
Effectively coordinate with all project partners and stakeholders ensuring regular planning and refection events and effective communication
Manage the project risks and effectively report on them to minimize their effects on the project deliverables and outcomes.
Ensure the project is well integrated with ongoing project initiatives that enrich its outputs and that it benefits plan sponsored families.
Oversee the project reporting function, compile and disseminate project reports to the project stakeholders and ensure that the project documents are well maintained.
Actively coordinate with project partners, local government and other key stakeholder and community on project activities implementation
Mentor, supervise, discuss expectations, set objectives and appraise the performance of the project M and E Officer
Manage project resources efficiently and effectively in accordance with Plan Uganda policies and guidelines; and in compliance with EU grant conditions and standards
Actively participate in relevant coordination meetings to present project activities, ensure coordination with other projects to build synergies
Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues
Qualifications, Skills and Experience:
The Plan International Project Manager should hold a bachelor’s Degree in Agriculture, Education, Rural Economy, Economics, Business administration, Development studies, Social studies, and Entrepreneurship
Five or more years’ managerial experience in the implementation, monitoring and evaluation of youth employment and livelihood projects
A minimum of three years’ experience in implementing technical, vocational and life skills interventions for young people preferably with an international Non-Government Organization.
Detailed knowledge and understanding of gender-aware and gender transformative programming.
Possess the ability to work with people, lead and motivate them to work in teams
Excellent project management skills, including partnership management and supervision
Project monitoring and evaluation skills
Demonstrated skills and experience in report writing and
Skills in budget management
Proven computer skills and knowledge of Microsoft software including MS Word processing, Power Point presentation, Excel spread sheets, and e-mail.
Possess excellent interpersonal/communication skills and ability to work with people from diverse cultures.
Open to feedback and willing to try new approaches to programming
Honest, fair and truthful.
Demonstrates willingness to spend extra time to achieve results
