Trade and Policy Officer – Kampala – Chemonics International

About US:
Chemonics International is currently implementing the Feed the Future Uganda Enabling Environment for Agriculture Activity, financed by USAID. The five year Activity (April 2013 – April 2018) provides technical assistance at primarily the policy and central government level to increase the value of agricultural production and trade – in coffee, maize, beans, and agricultural inputs – and improve resilience to climate change by increasing the capacity of counterparts in Uganda to identify and address high-return policy and regulatory priorities.

Job Summary: The Trade and Policy Officer will be responsible for supporting EEA’s efforts to (a) facilitate and increase agricultural trade, especially regional trade of the priority commodities, with a special emphasis on maize and beans, and (b) to create an enabling business environment for increased production and trade of maize and beans through the removal of policy and regulatory constraints.

Key Duties and Responsibilities:
Supporting to conceptualize activities to be included in annual work plans;
Assisting to implement specific activities related to maize and beans and trade;
Technically supporting the Maize and Beans Platform established by the GOU;
Helping to implement EAC initiatives in Uganda, especially those related to maize and beans;
Rendering support to identify targeted research needs for policy development, implementation;
Helping to build the capacity of public and private sector institutions.
Helping to document existing GOU rules and procedures related to maize and beans and trade;
Supporting to link GOU to private sector and civil society counterparts;
Helping to coordinate the private sector players
Render support in diagnosing institutional performance gaps and developing strategies to address them.
Actively facilitating, organizing, and planning meetings, workshops, conferences, and training etc.
Regularly interacting with high-level public sector officials and private sector representatives.
Actively motivating and influencing behavior change among high-level public and private sector individuals.
Analyzing and mainstreaming gender and youth considerations into institutional development plans.

Qualifications, Skills and Experience:
The ideal candidate should hold a Bachelor’s Degree in a field relevant to trade and policy. Master’s Degree preferred.
Five or more years’ experience working in agricultural trade, policy or (2-years’ exp. with a Master’s Degree).
Demonstrated high level of technical, analytical writing, and interpersonal skills.
Demonstrated ability to cultivate collaborative relationships with public and private stakeholders.
Proven ability to proactively identify and solve problems.
Excellent verbal and written communication skills; good public speaking skills.
Possess the ability to work collaboratively and in a team, but also independently with minimal supervision.
Excellent organizational, prioritization, and multi-tasking skills.
Demonstrated leadership, versatility and integrity.
Ugandan citizenship required.
Fluent written and spoken English required.
